Description
NA CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District, proposes to contract for Architect/Engineering services to study/assess transformers at the Dalles Dam, OR. This synopsis is intended to result in an A/E contract for appro ximately $100-125,000 and a term of six months. This announcement is OPEN TO ALL FIRMS, HOWEVER, the USACE Portland District expects only one firm, Doble Engineering, Inc., to have the existing, historical data necessary to perform the required tasks. The estimated award date is January 2004. To be eligible for award a firm must be registered with the Department of Defense (DoD) Central Contractor Registration (CCR) database. Register at the CCR Internet site http://www.ccr.gov/index.cfm or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. REQUIRED SERVICES. Review and interpret all available, relevant USACE data, and the firm's own, existing, historical data derived from client transformer trouble and failure reports, clie nt conferences, insurance reports and other sources. Perform a complete engineering analysis of transformer design and application using any and all available design-related data for each of 12 Dalles step up transformers manufactured by General Electric H 409355, H409356, H409357, H409358 (1943, 1972), Central Transformer 2638-2, -3, -4, -1 (1956) and Ferranti 140806, 7, 8, 7023790, 1, 2, 140791, 2, 3, 140795, 6, 7, 140798, 9, 140800, 140796?, 140801, 2 [Note: This same serial number appears on another unit], 140794, 140804, 5, (1956). The following services may be required under the contract, but won??????t be a basis for selection: demonstrated customer focused business management and administration, meeting safety standards, checking submi ssions for computer viruses, site investigation and analysis. SF 254/255s need not include information on these items; however, the firm selected for negotiation may be required to furnish these services during the course of the contract. SELECTION CRITE RIA. DoD regulations direct the selection of A/E firms based on the professional and technical qualifications necessary to perform the required services. Responses must comply with the requirements of this announcement and must be submitted prior to the closing date and time to be considered for selection. Selection criteria for this contract are as follows and are listed in descending order of importance, first by major criteria, then by sub-criteria. Criteria a-g are primary. Criteria h-j are seconda ry and will be used only as Tie-Breakers among otherwise technically equal firms. a. Specialized experience, and technical competence reviewing and interpreting all available, relevant USACE step up transformer data. b. Specialized experience, and techni cal competence reviewing and interpreting the firm's own, existing, historical data derived from client transformer trouble and failure reports, client conferences, insurance reports and other relevant sources relative to the above Dalles step up transform er families. c. Specialized experience, and technical competence relative to performing and reporting a complete engineering analysis of transformer design and application using any and all available design-related data. d. Professional qualifications of personnel to be assigned to the project. Evaluation will consider education, training, registration, licensing or certification, and longevity of relevant experience. Personnel provided for these services must be professionals with experience in complet e engineering step up transformer analysis and design. e. The Contractor shall furnish the firm's own, existing, historical data derived from client transformer trouble and failure reports, client conferences, insurance reports and other relevant sources. f. Current workload and capacity of firm to accomplish required services on schedule. Firm should estimate volume of work anticipated during the life of thi s contract, and percentage of resources available to perform the services required under this contract, including the ability to accomplish multiple task orders simultaneously. g. Past performance on contracts with USACE, Government agencies and private industry with respect to cost control, quality of work, and compliance with performance schedules. h. Quality Assurance: (1) Description of quality control processes used by th e firm. (2) Description of management approach firm would use on contract if successful offeror. i. Specialized experience, and technical competence relative to writing, formatting and submitting highly technical USACE Reports. j. General geographic pro ximity of firm with regard to the Portland District when compared to the proximity of other submitters. SUBMISSION REQUIREMENTS. Firm(s) having the capability to perform this work must submit three copies each of SF 254 (11/92 Edition) and SF 255 (11/92 E dition) for the prime firm and all consultants to: USACE Portland District, 333 SW First Avenue, Portland, Oregon 97204-3495, Attn: CENWP-CT-C, David Ebner, not later than the close of business (4:00 p.m. PDT) 16 DEC, 2003. Include the firms ACASS number in SF 255, Block 3b. Verbal presentation of qualifications will not be permitted. This is not a request for proposal. Solicitation packages are not provided.
