Description
This announcement constitutes a Sources Sought Synopsis for a safe-fuze for the BLU-97 submunitions used in the CBU-87 and CBU-103 combined-effects munitions. It is intended as a method of informing potential contractors of the existence of an interest in this subject by the government and to determine market interest and business capability. This announcement is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The government does not intend to pay for the information being solicited. The intent of this sources sought synopsis is to explore the types of safe-fuze technology available in industry that can be incorporated into BLU-97 submunitions in existing CBU-87 and CBU-103 munitions. Regarding this effort, the primary objective is to ensure unexploded BLU-97s left on the battlefield are always rendered safe and or destroyed using a self-destruct feature. An effective safing mechanism would leave zero lethal submunitions on the battlefield. Successful solutions will meet the following requirements: 1) ensure with high confidence, any unexploded BLU-97 becomes completely inert and or self-destructs; 2) maintain existing BLU-97 performance against current target sets; 3) be fully compatible with CBU-87 and CBU-103 munitions; 4) be fully compliant with Air Force safety requirements; 5) be capable of insertion into existing BLU-97s through a modification program and; 6) have a minimum 20-year shelf life. Proposed industry solutions and rough order magnitude cost may be used in the future by the government to determine the feasibility of incorporating a render-safe and or self-destruct capability into existing CBU-87 and or CBU-103 munitions. To date, neither definite plan nor funding exists to support this notion. Responses from interested parties should include the proposed technology solution and a rough order magnitude cost to realize it. Interested parties should also include detailed information outlining the capabilities they have which will allow them to accomplish the desired goals.
