Description
Architect-Engineering (A/E) Services for Out Patient Additional (OPA) Building Emergency Power, Project No. 672-741. Solicitation No. RFI 672-411-04 title OPA Emergency Power. Due: December 31, 2003, 4:00 PM America/ Puerto Rico time at the VA Medical Center, Contracting Office, 10 Casia Street, San Juan, Puerto Rico 00921. This requirement is being procured in accordance with FAR Part 36: Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 15: Contracting by Negotiation. Description: The Department of Veterans Affairs is soliciting for the services of an Architect/Engineer firm to provide professional services for design/construction related work at San Juan V A Medical Center. These services may include: pre-design services such as facility assessments, development of design programs, schematic designs, construction documents, technical studies, which may include test borings, soil studies, standards and specifications, cost estimates and/or reports; design period services such as review and analysis of designs by other A/E's for compliance with national codes, scope of work, good design practices, adequacy and appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, technical studies, reports, cost estimates, or suggested design solutions or modifications; construction period services such as inspections, technical studies, cost estimates and/or reports; and post construction services such as post occupancy evaluations, technical studies and/or reports. This project requires the installation of a VA supplied government furnished electrical 1750 KW of 4160 volts, 3-phase generator to satisfy the real load demand of the Out Patient Additional (OPA) Building, the Multilevel Parking and the proposed Multilevel Parking Expansion. The connection for this generator to our facility will require the generator to be in a self-contained sound attenuated housing with its associated diesel tank of 24,000 gallons, a day tank, air starting system, switchgear with two transfer switch and circuit breakers, and the expansion of the generator #6 concrete platform to place the new generator, the construction of underground 4.16 kv primary lines in 6? pvc conduits with manholes. The generator is proposed to be located beside or in front of Generator #6; the A/E will study and select the exact location. The underground primary lines will be connected to the emergency load side of the transfer switchers and circuit breakers in the switchgear assembly located at OPA Building basement. No firm will be considered unless an application consisting of completed SF 255 and other evidence relevant is received at the San Juan VA Contracting Office (B0-3) 30 calendar days of the date of this advertisement. A current SF 254, representing and differentiating between the personnel, experience and capabilities of all involved offices, must be included with the application together with current 254's; for each relevant experience of both the firm(s) and assigned individuals, the applicant's capacity to do the work, record of past performance on V A work (if any), geographic consideration and the participation of minority-owned consultants, and demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design.
