- Description
- The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with JAVAD Navigation of Saratoga, California for a Platform Measurement System that is accurate, fast, reliable, small, and lightweight to measure absolute (not relative) 3 dimensional position, attitude, and motion of a mobile platform (such as ships at sea or aircraft) carrying NOAA, ETL laser radars (LIDAR) instruments. The system shall make unaveraged measurements at rate of at least 10 times a second or greater. Slower rates should be user selectable. The system must have the capability to transmit measurements to an external computer with minimum delay as they are being made. The motion measurement system shall also report platform position (3 dimensional) as well as platform translation vector, relative to earth coordinates, independently at the same rate. Measurement accuracies shall be achievable despite normal obstructions of the platforms, including super structures, cranes, antennas, etc. Measurement accuracies (+/- one standard deviation) required for the motion measurements at max data rate are as follows: 1) Pitch and roll: 0.25 deg or smaller. 2) Heading: 1.0 degree or smaller (with respect to true north). 3) Speed: 0.2m per second or smaller. 4) Direction: 2 deg or smaller (with respect to true north). 5) Position: 10 m (absolute earth coordinates). The unit shall be no bigger than 12 by 10 by 14 cm and weight no more than 1.5 kg (not including antennas) and consume no more than 10 watts of power. The unit shall be outdoor weather proof. Storage temperature of -40 to +75 C. Operational temperature of -40 to 55 C. GPS time shall be part of each set of measurements. Calibration of the measurement system, if needed, shall not be required more often than once every 12 hours, to maintain specified accuracies, provided platform characteristics do not change. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE $100K), Terms and Conditions will be conducted under FAR Part 12. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
