THIS PROJECT IS ADVERTISED O N AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM. In general, work will consist of the following: Rental of cutterhead pipeline dredge with 24 inch pump discharge, with operators, for maintenance dredging of princi pally the Black Warrior-Tombigbee River System. Estimated cost of the project is from $1,000,000 to $5,000,000. The North American Industry Classification System (NAICS) Code for this project is 237990. Solicitation documents should be available on or a round 19 December 2003. Mr. Leo J. Hickman is the Contract Officer for this project. NOTES: 1. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet. Registration instructions are available on the Internet at http://www.sam.usace.army.mil/sam/ct. Neither telephonic, mailed, nor fax req uests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's physical address, valid telephone and fax numbers, and a point of contact for overnight delivery, if n ecessary. Registration should be completed one week prior to the issue date. 2. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitatio n amendments will be issued either by fax, 3.5 inch diskette or CD-ROM. 3. The plans and specifications will be issued on the internet only. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Governme nt's best interest. 4. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. 5. Critical Path Method (Network Analysis System) is not required. 6. For this job, a small business is defined as having average annual receipts of less than $17,000,000.00 for the past three years. 7.
