- 311 HSW/YASK intends to solicit and award a Firm Fixed-Price contract for STRUCTURAL UPGRADE (SU) KITS, kit number 1680K1300849A MH, for all USAF F-16 ACES II ejection seats. Relative NAICS 336413. This acquisition will be solicited as a 100% Small Business Set-Aside. A total of 1449 SU kits are required and shall be manufactured/assembled in accordance with (IAW) kit drawing 1847-052-01/CAGE 51998. This will be a one-time procurement. A First Article lot consisting of two (2) units is required; one for government dimensional/material verification and one for initial government installation/kit proofing. First Article lot shall be delivered within 90 days after contract award to 311 HSW/YASK, 7980 Lindbergh Landing, Brooks City-Base TX 78235-5119, Attn: Lt. Darryl Randolph prior to the go-ahead to produce the remaining 1447 items. Upon successful completion of first article testing/kit proofing, the contractor will be instructed to produce all remaining kits (1447). The kits shall be shipped (via commercial shipping practices) to an address at Robins AFB (FB2065), that will be provided in the solicitation, within six (6) months of the proceed date. This is an Export Control item and interested parties must be Export Control certified. The only contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. Contractors must submit a copy of their current, approved DD Form 2345 with their request for kit drawing 1847-052-01/CAGE 51998. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at the above number. DD Form 2345 may also be downloaded from the Defense Logistics Information Service website at http://www.dlis.dla.mil/JCP/. The contractor shall manufacture/assemble the parts, package and distribute the Time Compliance Technical Order (TCTO) kit IAW kit drawing 1847-052-01/(CAGE 51998). Individual parts, components, and hardware shall be bagged separately and labeled. For consistency/repeatability, all machined parts shall be manufactured using computer Numerically Controlled (NC) machinery. One hard copy of the TCTO instructions (single copy of TCTO 13A5-56-560 to be provided by the USAF) shall be included in each kit as well. Written or faxed requests for the solicitation are unnecessary due to the use of www.fedbizops.gov to distribute the solicitation; no telephone requests will be honored. Anticipated solicitation date for Request for Proposal is 16 December 03 with a solicitation closing date of 15 Jan 03.
