Description
The U.S. Coast Guard (USCG), Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring Full Food Services to be performed at USCG Training Center (TRACEN), Cape May, NJ for a base plus five option periods, not to exceed 60 months, if exercised by the Government, beginning 1 April 2004. Services shall be rendered FOB Destination to the Coast Guard Base at Cape May, New Jersey. The contractor shall be required to serve breakfast, lunch, and dinner on weekdays and weekends. The contract shall be priced on a per meal rate based on meal ranges during each contract period. The Contractor shall furnish all food, personnel, management, supervision, materials, supplies and other items and/or services necessary to provide Full Food Services at the site. Contractor tasks shall include, but shall not be limited to, the following: Dining Facility Management; cooking; food preparation, stocking, serving, and replenishing; cleaning facilities, equipment, and utensils; preparing vegetables and fruits for the salad bar; bussing tables in specified dining areas; performing cashier services as needed; maintaining quality control; and ensuring operator maintenance and minor/major repair of food service equipment. The Dining Facility at TRACEN Cape May consists of two dining halls for Coast Guard Recruits, a dining hall for Permanent Party personnel and a mess hall for CPOs, all open three meals a day, seven days a week. These facilities are dedicated to providing full meal service and meeting the nutritional needs of Coast Guard personnel at TRACEN Cape May. Requirements shall also consist of boxed breakfasts and lunches for consumption by recruits away from the Dining Facility in support of training missions, as well as meals delivered to the adjacent Dispensary. These meals are priced at the regular rate of the contract and are generally ordered in lieu of the ?eat in? meal. The historical information about the number and types of meals (Breakfast, Lunch, Dinner and Ward) served at the Coast Guard Dining Facility (EDF) as well as the population (numbers of meals served) will be made available in the RFP. The primary customers at the facility are military recruits in training, although other personnel may dine in the facility at their expense. The contract shall also include some special events, which will be identified in the RFP. Dependents and guests are occasionally permitted to eat in the Dining Facility as authorized in writing by the Commanding Officer. The solicitation will be issued in accordance with the policies and procedures pursuant to FAR Part 12, Acquisition of Commercial Items; and, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, Contracting by Negotiation. The type of contract will be a firm-fixed price services contract with economic price adjustment. Past performance will be evaluated. The Base period of performance will be for six months from 1 April 2004 through 30 September 2004 with four one-year options and one six-month option period, if exercised by the Government, for total contract duration not to exceed five years/sixty months. FAR Clause 52.217-8 will be included to allow for an additional 6 months extension at the end of the contract, if necessary. This requirement is set-aside 100% for eligible 8(a) firms under the Competitive 8(a) Program in accordance with FAR Subpart 19.805. The applicable NAICS code is 722310 (Food Service Contractors) with a Small Business Size Standard of $17.5 million.
