Description
SYNOPSIS OR DESCRIPTION Title of construction work under this invitation for bid (IFB) is CONSOLITATED CONSTRUCTION PROJECTS, PRL 99-15, PRL 99-21, PRL 03-12, AND PRL 02-11, REPAIR RED HILL TANK NUMBERS 1, 15, 6 and 16, FLEET AND INDUSTRIAL SUPPLY CENTER, PEARL HARBOR, HAWAII. The solicitation number is N62742-03-B-1402. Construction contractor is expected to provide all labor, materials, and equipment necessary to complete repair work at four underground fuel storage tanks. Tank preparatory repair work will consist of cleaning tanks, disposing wastes, and providing a certified gas free environment with temporary ventilation and lighting to complete underground tank repair work. Tank repair work will generally consist of repairing leaks, repairing upper and lower tank domes, barrels, and welds; restoring center towers and telescoping booms; providing structural repairs; providing hydrostatic leak tests; and other incidental work as prescribed in Naval Facilities Engineering Command (NAVFAC) specification number 40031402. This procurement is unrestricted and the estimated price range is between $1,000,000 and $5,000,000. Performance period for construction work will be 1000 calendar days and a $2,100 per calendar day liquidated damage rate which will be assessed for each day of delay the project is not completed on time. A pre-bid site visit is scheduled for December 16, 2003 at 10:00 AM (HST). Deadline to attend this one and only pre-bid site visit is December 5, 2003 at 1400 hours, Hawaii Standard Time. Interested parties are directed to NAVFAC?s web-site located at http://www.e-sol.navfac.navy.mil to obtain pre-bid pass request form (Notice Number 1) and solicitation information. The basic IFB information will be inserted in a compact disk (CD). The CD will contain the basic solicitation information and NAVFAC specifications and drawings. The anticipated unit price for each CD is approximately $67.92. All CD purchase requests are to be forwarded to Document Automation and Production Service (DAPS), Building 550, Pearl Harbor Naval Base, at facsimile number (808) 473-2604. Checks are to be made payable to the Superintendent of Documents. If company?s VISA, Mastercard, or Discover?s card is used, include the following information with each requests: cardholder?s name, account number, and expiration date with company?s name, mailing address, telephone number, facsimile number, IFB number, project title, indicate if requestor is a prime contractor, subcontractor, or supplier, and if CD will be picked up at the Contracting Office or at DAPS. Allow ten days for CD delivery from date of request as there is no guarantee that requestor will receive a CD prior to bid opening. Follow-up inquires may be made by calling DAPS at (808) 473-4960. Companies using air express service must furnish their express service air bill label with the recipient?s name, telephone number, company name, address, company?s account number, and type of delivery information complete and filled in. For international firms, provide international air bill and invoice completely filled out. Failure to provide any of the above information may delay processing of request at no fault of the Government. A plan holder list at DAPS web-site is available at https://www.pacific.daps.dla.mil; however, the official plan holder?s list is located at said NAVFAC E-SOL web-site. Firms registered at this official E-SOL web-site will receive e-mail notices that an amendment to solicitation was published and how updated information available may be retrieved. This official E-SOL web site is the only method to officially alert registered plan holders of changes to the solicitation. Nevertheless, it is the responsibility of the interested party and prospective bidder to register at E-SOL and periodically check if there were any amendments to the solicitation. The solicitation?s CD is scheduled to be available at DAPS by December 1, 2003.
