Description
The following acquisition is being offered for nationwide competition limited to eligible 8(a) concerns. NAICS Code 561210 applies with a size standard of $23 million. The SBA requirement number is 7700-03-308870. This is a new requirement. A Best Value Source Selection Decision is intended. Price and Technical proposals will be required as well as Past Performance and Financial information. Requirements of the Service Contract Act, Davis-Bacon Act and Section 508 of the Rehabilitation Act of 1973 will apply. An offer guarantee, and performance and payment bonds will be mandatory. The solicitation will be issued on/about 12/02/03 without further notice. A site visit and pre-proposal conference are planned on/about 12/17/03. The period of performance is anticipated to be 01 April 2004 through 31 March 2005, with four Option Years. The solicitation will contain specific information and updates. The successful Contractor shall perform Base Maintenance at Family Housing Areas in Concord, California. The Contractor shall provide all management, supervision, labor, materials, tools, equipment and transportation for comprehensive housing maintenance services for all military housing facilities located in Quinault Village and Victory Village, Concord, California, by means of a combination Firm-Fixed-Price and Indefinite Quantity Indefinite Delivery contract. The scope of work includes the maintenance and repair of military family and unaccompanied personnel housing units, appurtenant real property, equipment, systems, household appliances, and also includes management of all services to ensure use of competent personnel, and timely and accurate completion of all work. Work includes all types of maintenance and repair of housing units, including change of occupancy maintenance, grounds maintenance, pest control, house cleaning, minor janitorial services, concrete and asphalt repair. All interested, capable 8(a) firms are encouraged to download a copy of the solicitation and supporting documents from FedBizOps immediately upon posting to ensure that required timeframes are met. Hard copies of the solicitation will not be issued. All eligible firms may submit an offer which shall be considered by the agency. Additional information added as modification to the above on 11-19-03: This modification adds information on obtaining FOIA and other information about this procurement. 1. This is a first-time buy for the Coast Guard. There is no current Coast Guard contract. The Coast Guard took over the housing areas early in 2003 from the US Navy. Current work is done under a Navy contract and probably is not completely representative of the the requirements of the new solicitation. 2. Information on the current (US Navy) contract may be obtained by contacting Mr. Cliff Adams, Contracting Officer, US Navy, at the following fax number: (650) 746-7376. The prospective offeror is responsible for requesting such information directly, the Coast Guard will not forward requests for Navy information received as part of an inquiry. 3. The number of housing units covered by the solicitation wil be available in the solicitation when it is issued. 4.
