Description
NAICS Code: 541620 The US Environmental Protection Agency (EPA), National Research Laboratory (NRMRL), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Versar, Inc. The statement of Work (SOW) requires the review of the literature search conducted as part of Purchase Order Number 3C- R351-NBLX (performed by Versar Inc) to determine the benthic community metrics applicable to the MAIA estuaries data. In addition, the contractor shall produce a draft list of community metrics for use with estuarine benthic invertebrate data and produce a SAS program to calculate the community metrics from the species abundance and community data sets, and calculate community metrics for each of the sites sampled by the EMAP-Estuarine study of the MAIA estuaries. The SOW also requires the contractor to produce a draft list of community metrics for use with estuarine demersal trawl or fish data and produce a SAS program that will calculate the community metrics from the replicate abundance and community abundance data sets, and calculate community metrics for each of the sites sampled by the EMAP-Estuarine studies of the MAIA estuaries. Data for replicate grabs from each station shall be combined when calculating these metrics. Also required, The contractor shall review the sediment and water chemistry data sets for each province and identify the primary environmental stressors (i.e., sediment metals, sediment organics, dissolved oxygen, etc.) across the sites sampled in each study, Review of Literature Search and Survey - Chemical Criteria, Review of Toxicity Data and Statistical Analysis. This is not a request for proposal. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
