Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) and the solicitation number is M6700104Q0004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. The proposed acquisition is a total small business set-aside. The North American Industry Classification System (NAICS) for this requirement is 33612 and the small business size standard is 500 employees. After an initial evaluation of proposals, Contracting Division, Camp Lejeune intends to conduct an on-line, anonymous, competitive reverse auction to be facilitated by a third-party reverse auction provider (www.govauctions.procuri.com). The Contracting Division, Marine Corps Base, Camp Lejeune, NC proposes to contract for Line Item (1): twenty (20) industrial/warehouse trailers with the following requirements: 10,000 lbs (5 ton) capacity, 4?-0? wide X 9?2? long, front fifth wheel steering smooth wood decking with removable side and end gates, front tongue to be 3? I.D. X 6 ?? O.D. with pintle hitch at rear, running gear will consist of four (4) solid pneumatic tires, paint will be NEON GREEN with ?5 TON CAP? stenciled on each side; Line Item (2): maintenance on the twenty (20) trailers which includes service to bearings, metal repairs, and tire replacement, and deck repairs as required. This is a private reverse auction and only those offerors who are deemed to be technically capable of providing the items stated will b e invited to participate in the on-line reverse auction. In order to establish a competitive range, offerors are required to submit initial pricing and technical capability statement prior to the closing date of this Request for Quotation (RFQ). Offerors are also requested to be registered on www.govauctions.procuri.com prior to the closing date of the solicitation. Submission of a quote in response to the solicitation will be considered consent by the offeror to reveal their prices in anonymity during the reverse auction. For additional terms and conditions of the reverse auction, go to ?Usage Guidelines? in the Procuri web site at www.govauctions.procuri.com. For first time users, after determining that you are in the competitive range, training will be given to you by Procuri prior to the start of the reverse auction. FOB Destination to Freight Traffic Branch, Marine C orps Base, Camp Lejeune, NC 28542. Quotes other than FOB Destination will be rejected. Commercial Items, FAR 52.219-1 Small Business Program Representations, FAR 219-6 Notice of Total Small Business Set-Aside, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.225-7000 Buy American Act-Balance of Payments Program Ce rtificate, and DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items. ?OFFEROR SHALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 AND DFARS 252.225-7000 WITH THEIR QUOTE. The Offeror is required to provide their Contractor?s DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. DFAR 252.204-7004 (Mar 1998) Offerors are required to be registered in the Central Contractor Registration database (CCR). For more information about registering, contact CCR regional Assistance Center 888-227-2423 or visit their website (www.ccr.gov). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. Responses to this solicitation are due on 1 Dec 203. Quotes must be submitted in writing. Submit offers by mail to Con tracting Division, P.O. Box 8368, Marine Corps Base, Camp Lejeune NC 28547-8368. Offers will be accepted by fax at (910) 451-2331. Evaluation for award will be based on price resulting from reverse auction and past performance. The government reserves the right to award to initial offers as submitted regardless of the outcome from the reverse auction. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Also submit descriptive literature with quotation and past performance information of at least one concern giving name, address and telephone number. See numbered note 1.
