Description
NA CONTRACT INFORMATION: This request for proposal is a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering pric e and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build contract with a two-phase selection process. NAICS Code: 237120 with a size standard of $2 8,500,000. Anticipated NTP: 15 Mar 04 with a 630 calendar days period of performance. Proposed Options: None. Offerors are advised that a contract resulting this solicitation is contingent upon Congressional approval. Should Congress not authorize thi s project or appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 reg arding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY04 subcontracting goals for this contract are a minimum of 57.2% of the contractor's intended subcontract amount be placed with small businesses, 8.9% of that to small disadvantaged businesses, 8.1% to woman-owned small businesses, 3.0% to service disabled veteran-owned small business and 3.0% to HUB zone small businesses, and 3.0% to veteran-owned small businesses. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. 'Lack of registration in the CCR database will make a n offeror ineligible for award.' (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORMATION: This project is for the design and construction of a new 3,600 square meter, 96-person dormitory for enlisted personnel grades E1 - E4 using a 4-person module based on the latest (June 02) Air Force Enlisted Dormitory Design Guide. The new dormitory will also provide a common area for social interaction along with site development and amenities to the extent affordable. Demoliti on of a small maintenance building (built circa 1950) is also included. Place of Performance: Eielson AFB, Alaska. Estimated Construction Range: $10,000,000 and $25,000,000. SELECTION CRITERIA: Phase I of this acquisition will evaluate offerors consi dering the following technical factors (weighted equally): Experience/Past Performance and Organization of Proposed Team. Phase II will evaluate offerors based upon price and considering the following technical factors (in descending order of importance) : Design Narrative/Design Drawings; Betterments/Innovations; Proposal Schedule; Proposed Equipment; and Small Business Plan/Small Business Participation. No more than three of the most highly rated offerors in Phase I will be asked to submit proposals fo r Phase II. The overall evaluation rating in Phase II is considered more important to the overall evaluation rating in Phase I. The overall evaluation rating of Phases I and II is considered more important than price. Any future amendments to the solicitation will also be available for dow nload from this web site. It is important that you first go to this web site and click on the advertised solicitation you are interested in. Go to Plan Holder Registration. This will require you to establish a user name and pass word.
