- NA PERFORM SECURITY SPECIALISTS AND INVESTIGATIVE SERVICES SOL-W912EQ-04-T-0004 DUE 121503. POC Contract Specialist Shelba Stevenson (901)544-3184 (Site Code W912EQ) The Memphis District Army Corps of Engineers proposes to enter into a contract for furnishin g all necessary labor, equipment, materials to satisfactorily perform security specialist and investigative services at any U. S. Army Corps of Engineers element which may request assistance and which may request assistance and which is located within the boundaries of the United States and/or its possessions. The title of personnel required under this contract is Security Specialist/Investigator. The contract period will be for a base year and four option years. Selection of a contractor will be made by an integrated assessment of the proposals submitted. The integrated assessment will involve a determination by the Government of the overall merit of each offeror's proposal. All offeror's proposals will be comprised of a technical and cost proposal. T he evaluation factors listed in order of importance are to be used during the evaluation of the proposals. The technical proposal will be evaluated for management capability, experience/past performance, and personnel qualifications and assigned a numeric al score. This evaluation will be accomplished without reference to cost. Costs proposals will not be scored, but will be evaluated for reasonableness by cost/price analysis. The total estimated contract cost to include the base year and four option yea rs will be considered as an independent element from the technical proposal. Cost proposals will be reviewed for completeness, credibility, and compatibility with the technical proposal. Award will be made to the highest evaluated offeror whose offer con forms to the solicitation and has been evaluated as most advantageous to the Government considering all factors including management capability, experience/past performance, personnel qualifications and cost. Firms responding to this announcement will be s ent a Request for Proposal, RFP W912EQ-04-T-0004. All responsible sources may submit a proposal that will be considered. This procurement will be a 100% small business set aside, competitive negotiated procurement. For the purpose of this procurement, to qualify as a small business concern, in addition to being independently owned and operated and not d ominant in the field of operation in which it is bidding on Government contracts, the concern must have had average annual receipts for the preceding three fiscal years not exceeding $10.5 million or other criteria as prescribed by the Small Business Admin istration. The supplies or services to procured under this solicitation are classified in Standard Industrial Classification Code 7381.
