Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP) plans to procure on a sole source basis with Dartmouth Hitchcock Medical Center (DHMC), 1 Medical Center Drive, Lebanon, NH 03756, to study pregnancy hormones in maternal and cord blood from twin and singleton pregnancies. The EBP is pursuing a research program to investigate the effects of prenatal exposures on adult cancer risk. One such exposure is having been the product of a twin pregnancy, which is associated with breast cancer risk in daughters. The Government is studying the relationship of pregnancy hormone levels in maternal and cord blood samples with twinning to further our understanding of the biological mechanisms involved in the association with breast cancer. The primary study aim is to provide new data on and to test the existing hypothesis that differences in cord estriol between twin and singleton pregnancies contribute to the biological mechanism underlying the altered cancer risk in twins. Additionally, hypotheses that several other estrogens and androgens, prolactin, AFP and IGF differ between twin and singleton pregnancies and could mediate the altered cancer risk in twins will be explored. Our secondary aim is to explore differences in these hormones between di- and monochorionic twin pregnancies. Through evaluation of data in medical charts, pathology reports, and serum samples, NCI hopes to gain a better understanding of the relationship of hormone levels in twin pregnancies to breast cancer. NCI will obtain maternal and cord blood samples from approximately 100 pregnancies and use these data, along with the information abstracted from medical records to form a conclusion regarding this relationship. DHMC is the only high-risk obstetrics and gynecology medical practice that DCEG/EBP is aware of that: 1) has the information required from clinical medical records routinely ascertained and computerized; 2) has pathologic information on placentas that is routinely recorded and computerized on twin pregnancies. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on December 3, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
