Expected Results?GIPSA and APHIS require a comprehensive study of the use, reasons for use, and economic effects of various types of spot and non-spot methods for transferring cattle, hogs, sheep, beef, pork, and lamb between successive stages of the production and marketing system from farmers to retailers. The study will examine all types of marketing arrangements that are used in the cattle, hog, lamb and meat industries from farms to retailers to determine what types of marketing arrangements are used, their terms and availability, and why firms use them; examine their effects on prices, productivity, costs, livestock and meat quality, and business risks; examine their implications for price discovery, risk management, thin markets, competitiveness among meats, ease of entry, concentration in livestock production, feeding and meatpacking, structure of the livestock and meatpacking industries; and examine the implications of restricting packer ownership of livestock before they are ready for slaughter and other arrangements through which packers agree to purchase livestock before they are ready for slaughter. The study is expected to: 1. Give producers better information on which to base their decisions about whether to participate in non-traditional marketing arrangements and, if so, which types of arrangements are best suited to their needs. 2. Contribute to better public understanding of the role of alternative marketing arrangements, the extent of their use, reasons why firms enter into them, and the implications of such arrangements. 3. Help identify emerging marketing information needs of livestock producers and other market participants. 4. Make an important contribution to USDA and Congress in deciding whether restrictions on use of captive supplies are warranted. 5. Assist GIPSA in enforcing the P&S Act by contributing to the Agency?s understanding of changing marketing practices and by identifying areas that the Agency may need to include in its investigation plans. Coordination to Achieve Objectives?The proposed study is complex and will likely require coordination among several research activities. Parts of the study require industry knowledge, including an understanding of marketing practices in beef, swine, lamb and meat marketing. The study will require knowledge of statistical sampling, economic and econometric analysis, and other scientific methods. Parts of the study may require expertise in economic engineering, industrial engineering, operations research methods, and other academic disciplines. GIPSA may need to enable Contractors to obtain some data under the authorities of the Packers and stockyards Act of 1921; other data will need to be obtained through voluntary submissions by respondents. All data collection will require OMB clearance. USDA would prefer to award a single contract, although separate contracts may be awarded for cattle, hogs and lambs. Due to the complexity of the study and need for a wide range of expertise, joint ventures, subcontracting and other collaborations among various parties may be needed. The solicitation is issued on an unrestricted basis. NAICS Code 541910 Size Standard: $ 6 million dollar average annual receipts. It is anticipated that the formal solicitation, Request for Proposal (RFP), will be released on or about December 1, 2003.
