- Description
- NASA Glenn Research Center plans to issue a Request for Offers (RFO) using Best Value Selection criteria. This requirement consists of providing labor, equipment, materials and supervision to REHABILITATE THE ELECTRIC PROPULSION LABORATORY CONTROL. The project consists of base work and three (3) options for additional work. THE BASE CONTRACT WORK CONSISTS OF THE FOLLOWING: (1) Upgrading vacuum tanks VF5 and VF12 programmable logic controllers (PLC) and facility data equipments, (2) Upgrade human-machine interface equipments, and (3) Upgrade control equipments. Option 1: Remove existing ceiling in control room. Option 2: Remove existing transfer switch and install new transfer switch. Option 3: Remove and replace ten (10) existing breakers, CT?s, and relays in switchgear for both FMCC 003 and FMCC05. The magnitude of this procurement is estimated between $500,000 and $1,000,000. A fixed price contract is contemplated. This work is considered "OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION". The North American Industry Classification System (NAICS) code is 237990 and the Small Business Size Standard is $28.5 Million in average annual receipts over a three (3) year period. THIS IS A 100% SMALL BUSINESS SET-ASIDE. Technical and procurement related questions shall be submitted in writing to: Cheryl.A.Washam@nasa.gov. Telephone questions will not be accepted. The firm date for receipt of offers will be stated in the RFO. Drawings and specifications will be available from a local BLUE PRINTER listed in the RFO. The Period of Performance shall be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". THE SOLICITATION WILL BE POSTED AS SOON AS AN RFO OPENING DATE IS ESTABLISHED. The solicitation and any documents related to this procurement [with the exception of specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
