Description
The U.S. Department of the Treasury, Departmental Offices (DO) intends to issue a Purchase/Delivery Order for Spanish lessons to be taught at the Beginners Class level, Advance Beginner Class level, Intermediate Class level, Advance Conversation Class level and Advance Class level. The period of performance for this requirement shall begin at contract award and end September 30, 2004. The Contractor shall provide Spanish language training to the Office of the Assistant Secretary for International Affairs (OASIA) within the Departmental Offices of the U.S. Department of the Treasury in accordance with (IAW) the Statement of Work (SOW). All interested/responsible sources may obtain a copy of the SOW by contacting Ms. Minnie Wright on 202-622-0209. Resume submission and approval is required for this position. The minimum qualifications are as follows: (1) Bachelor?s Degree in Spanish from an accredited college or university. (2) Ten (10) years of recent experience teaching Spanish in a classroom environment of which two years must be from teaching at a Government furnished site. (3) Must have thoroughly trained native-fluent instructor. (4) Must be able to design a program that meets individual?s specific needs, linguistic aptitude and background in Spanish. (5) Must have emphasis placed on live instruction, with individual attention given to the student, (6) Must be familiar with finance and economic terminology and, (7) Must have a Government Secret Clearance. The Contractor shall submit one reference (name, point of contact and telephone number). Evaluation/award will be made based upon the lowest price technical acceptable methodology. The proposal evaluation will be in keeping with the minimum requirements outlined in the SOW, with the award favoring the lowest bidder and only one instructor to teach all classes. All responsible sources that can provide the above requirement shall submit a written proposal outlining the technical approach for meeting this requirement and resumes of key personnel no later than close of business November 24, 2003. All quotes shall include price(s); FOB point; Point of Contact (name and telephone number); GSA Contract Number if applicable; delivery date; business size; payment terms, taxpayer identification number; DUNN and Bradstreet Number. All quotes shall be submitted by one of the following methods: (1) E-mail to: minnie.wright@do.treas.gov, (2) FAX: (202) 622-2343 and (3) hard copy mailed to: Department of the Treasury, Procurement Services, Division, Attn: Ms. Minnie Wright, 1425 New York Avenue, NW, (1425 New York Avenue, Suite 2100, NW), Washington, DC 20220. Offerors quotation shall be submitted no later than 4:00 PM Eastern Standard Time (EST). All responses must reference number A-04-0002.
