Description
This is a combined synopsis/solicitation for commercial item services prepared in accordance with the format in Subpart 12.6, as supplemented with additional informaiton included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. BLM Solicitation No. ESQ030100. Missouri Breaks Fencing Materials. The incorporated provisions and clauses are those in effect through FAC 2001-16. The contract line items are as follows: Line Item 1) Upright Wood Posts, 8" x 7', 1600 each 2) Upright Wood Posts, 6" x 8', 210 each 3) Brace Wood Posts, 4" x 7', 950 each 4) Gate Stays, 3" x 4', 90 each 5) Steel Fence Posts with wire clips, 5 1/2', 10450 ea 6) Barbed Wire, 12 1/2 gauge, 510 roll 7) Barbless Wire, 12 1/2 gauge, 170 rolls 8) Wire Stays, 36', 9 gauge, 4,900 each 9) Gate Closers, 80 ea 10) Staples, 9 gauge, 150 lb 11) Nails, 60 d, 260 lb. QUOTE MUST BE FOB DESTINATION - JORDAN, MONTANA - SPECIFICATIONS --- A.. Barbed Wire: Two 12-1/2 ga. galvanized wires twisted together with 2-point barbs of 14-ga. wire spaced 4 inches apart. Wire and barbs shall be zinc- coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. B. Barbless Wire: Two 12-1/2 ga. galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb-force. C. Wire Stays: Shall be twisted fence stays manufactured from smooth galvanized 9-ga. wire. D. Wood Fence Stays: Shall be sound and straight pieces, 2-1/2 inches to 3-1/2 inches in diameter, surfaced on 2 sides of the species listed under wood posts and braces. Treatment with a preservative is not required. Stays shall be of uniform length sufficient to extend a minimum of 3 inches above the top fence wire and 6 inches below the bottom wire. E. Staples: Shall be 9-ga. bright finished or galvanized with slash-cut points 1-3/4 inches long. F. Nails: Shall be 60 d ring shank at least 6 inches long. G. Steel Fence Posts: Steel posts shall be painted green, green with white or silver tops, or galvanized "T" or "U" (channel) bar type, with a welded or riveted anchor plate, and shall be furnished with clip-type fasteners. Punched tabs for fastening wires are not acceptable. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall weigh a minimum of 1.33 lb per ft. exclusive of the anchor plate, which shall weigh a minimum or 0.67 lb., and shall be a minimum of 18 sq. inches in area. H. Wood Posts and Braces: Wood posts and braces shall be sound single stem members. A slight bend in one plane is acceptable. Posts are not acceptable if a straight line drawn from the geometric center of the top to the geometric center of the butt of the post, falls outside of the body of the post. Posts that are twisted, rotted, excessively bent or have checks greater than 1/2 their thickness are considered unsound and are not acceptable. Posts and brace rails may be full stem members, sawed members or square cross-section, or split members. 1. Minimum diameter for full stem line posts and brace rails shall be 3 inches at the small end, and 5 inches for other posts. Sawed members shall be 4" x 7' rough sawn for line posts and braces rails, and 6" x 8' sawn for other posts. Minimum cross sectional area at the small end for split members shall be 10 sq. inches for line posts and brace rails, and 20 sq. inches for other posts. Slabs and wedge-shaped members will not be acceptable. 2. The following species will be acceptable if treated for the full length: Ponderosa pine, Lodgepole pine, and Douglas-fur. Split Western Redcedar posts will be acceptable if the butt is treated for a minimum depth in the ground plus 6 inches. The following species will be acceptable without treatment: Honey Locust, Juniper, Osage Orange, and White Oak. I. Mechanical Gate Closures: Assembly shall include: 1. A rigid steel strap or 9-ga. smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so that the gate stay will be securely held in place. 2. An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate posts. The closer must be capable of securely holding the gate stay in place. 2.02 WOOD TREATMENT PRACTICES: A. General: The following treatments may be used. Minimum net retentions and penetrations shall be according to AWPA C 5. Treatment method shall be according to AWPA C 1, except as otherwise noted. When a treated member must be bored or cut during construction, thoroughly swab untreated surfaces with an approved preservative. B. Pentachlorophenol Method: Five percent pentachlorophenol solution conforming to AWPA P 8 in petroleum AWPA P 9 conforming to Type A. C. Chromated Copper Arsenic: Waterborne preservative conforming to AWPA P 5, types A, B, or C. D. Creosote: Shall be according to AWPA P 2. E. Butt-End Treatment for Split Western Redcedar Only: When split western redcedar posts are used with treatment on butt only, treatment may be by either the cold soaking or hot bath process. Either pentachlorophenol or Creosote (Coal tar) solution may be used. Minimum net retention of preservative shall be 6 lb/ft3 for creosote solutions and 0.3 lb/ft3 for pentachlorophenol. F. Thermal Process: Lodgepole pine may be treated by the thermal process according to AWPA C 10. ---------CLAUSES: The following clauses apply to this procurement FAR 52.212-1, Instructions to Offerors - Commercial Itmes, FAR 52.212-2, Evalutions-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Term and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including 52.219-14, 52.222.21, 52.222-37, 52.225-13, 52.225-16, and 52.232-33. Also, additional clause 52.215-5. The text of these provisions and clauses may be accessed electronically at http://www.arnet.gov/far. INSTRUCTIONS TO QUOTERS: Quotes must be submitted in writing on company letterhead and must include: 1) RFQ number 2) company name and address 3) point of contact 4) phone number 5) fax number 6) unit prices 7) the extended prices 8) the quote total and 9) completed copy of the FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS provision. This is 100% set aside for small business concerns. Quotes shall be received by November 25, 2003, 10:30 a.m., local time to the Bureau of Land Management, Attn: Lori Mading, 5001 Southgate Drive, Billings, MT 59101. Deliver to Jordan, Montana.
