APPROVED SOURCES FOR THIS SYNOPSIS ARE: 1) AMFUEL - CAGE CODE 05476 AND 2) ENGINEERED FABRICS CORPORATION - CAGE CODE 56221. FIRST ARTICLE REQUIREMENT: A first article is required to verify the contractor correctly interprets all of the requirements in the tech data package (TDP). Bladder fuel cells are complex to manufacture and are prone to fit problems if shrinkage and expansion of the material is not adequately taken into account during manufacture. NOTE: An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 736-3273.
