Description

UNICOR, Federal Prison Industries is soliciting proposals on a full and open competitive Request for Proposal basis. The contract award resulting from this solicitation will be a firm fixed price, requirement type of contract for delivery of softwood and fir lumber. The solicitation number assigned for this procurement is FN1176-04. A written copy of this solicitation may be downloaded from the UNICOR website at www.unicor.gov/procurement/. Lumber is to be delivered F.O.B. destination to FCI Sheridan, OR. Offerors are advised that the Government intends to evaluate proposals on a multiple awards basis. The period of performance is date of award on an all or none basis. A single award is anticipated. Delivery acceptance is 30 calendar for the first initial delivery and 15 calendar days thereafter receipt of each delivery order. The delivery performance is date award through five years. An economic price adjustment provision will be included in this solicitation under Section H. See Information to Offerors under Section A, of the solicitation. The initial proposal should contain the offerors best terms from past performance, specification, cost or price and other factors specified in this solicitation. The time for receipt of initial proposals is 2:00 P.M. (Eastern Standard Time), on December 29, 2003. Vendors may submit a signed and dated proposal by Federal Express, facsimile, hand carried or mail the proposal to UNICOR, Federal Prison Industries, Inc., Office Furniture Group, 400 1st Street, NW, Washington, D.C. 20534, 7th Floor, Attn.: Bid Custodian. All proposals must reference the solicitation number and due date for receipt of proposals. In addition to this, each proposal must contain the name, address, telephone number of offeror, and description of items offered, and the remittance address (if different from the current mailing address). Offeror must hold unit prices firm in its offer for 90 calendar days from date specified for receipt of offers. If an offer is not submitted on an SF33 or SF1449 offerors are to submit on a company letterhead with a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. All offers that fail to furnish required representations and certifications or information and/or reject terms and conditions of the solicitation may be excluded from consideration. The Standard Industrial Classification Code is 2421 and small business size standard is 500. The NACICS Code is 321113. The kinds of lumber under this procurement are fir and softwood. Specific line item number, description, estimated quantity and unit of issue of the items being solicited is located under Sections B of the solicitation. Sections B of the solicitations contains the specifications. Delivery Hours: 8:30 A.M. - 2:30 P.M., Monday thru Friday notwithstanding emergencies and Federal Holidays. 52.211-16 Variation in Quantity: + 10% increase and - 10% decreases apply to each delivery order. Proposals may be facsimile to (202)305-7350 or 7337. Contract Identification Number--Data Universal Numbering System (DUNS): Offeror must specify (DUNS) number. A written notice of award or acceptance of an offer mailed or acceptance otherwise furnished to the successful offeror within time for acceptance specified in the solicitation, shall result in a binding contract without further action by either party. Before an offer expiration time the Government may accept an offer or part of an offer after its receipt unless a written notice of withdrawal is received before an award.
