Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All responses to this Solicitation/Request for Quotation (RFQ) must refer to Solicitation Number FA2543-03-Q-0022. This procurement is being issued as 100% SMALL BUSINESS set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and Defense Acquisition Circular 91-13. The North American Industry Classification System (NAICS) code is 561499 with a small business size standard of $5.0 million. The government intends to award a Firm Fixed Price Purchase Order under Simplified Acquisition Procedures (SAP) using FAR Part 12, Acquisition of Commercial Items. 460 CONS/LGCB, Buckley AFB, CO, this requirement covers one (1) line item, with two option years for the following commercial item: CLIN 0001- The contractor shall furnish the following services according to the TRAINING MANAGER STATEMENT OF WORK: The Non-Personal Services Contractor will function as the Base Training Manager for all military personnel. The Base Training Manager will serve as the base level training functional advisor for all units at Buckley AFB. The Base Training Manager shall conduct his/her responsibilities in accordance with AFI36-2201V3. The Base Training Manager will implement and manage training programs, policies and procedures as directed by higher headquarters. Duties include advising commanders and unit personnel on ways to improve their on-the-job training (OJT) Program. The Base Training Manager will coordinate with MPF personnel on matters relating to classifying, assigning and training. Contractor is required to review and maintain a current copy of all OJT rosters (or electronic equivalent) and make applicable recommendations and updates. The Base Training Manager will be responsible for updating Training Status Codes (TSC) and skill level for personnel upon arrival at the base and ensure correct TSC actions affecting airman qualification and skill level upgrade are correct. The Base Training Manager will update current training related information in MILMOD and PCIII. Base Training Manager will assist commanders, unit personnel and training activities in developing training programs and recommend cost-effective methods to meet AF specialty qualification and skill level upgrade requirements. Base Training Manager will function as the test examiner for mandatory Career Development Course (CDC) examinations, and provide guidance to commanders and Unit Training Managers (UTMs) on all CDC related matters. The contractor will keep abreast of CDC and Training changes available via websites, such as Air Force Institute for Advanced Distributed Learning (AFIADL), Air Force Training Homepage, and Education and Training Course Announcements. The Base Training Manager will conduct staff assistance visits (SAV) every 18 months on assigned unit training programs and provide quarterly training meetings. The Base Training Manager is responsible for providing the flight chief with monthly updates and other statistical data as needed. The Base Training Manager will effectively administer the Distance Learning (DL) Program and Computer Based Training (CBT) Program, ensuring scheduling, course materials and assistance is provided in a timely manner. The Base Training Manager will ensure all equipment and material is available prior to the start of the program. The Base Training Manager will also assist with Formal Training and Education Services as needed. Work will be accomplished in units, with one unit consisting of a four-hour block of time. Contractor will work 8 units per week unless there are federal holidays or contractor requests time-off. Invoices will be submitted at the end of the month. Partial payments are authorized. The Government shall furnish working space, office supplies, and equipment necessary to conduct required services. The government will periodically evaluate the contractor’s performance to ensure services are received. Contractor should have as a minimum of 24 semester credits hrs (in the related career field) from a regionally or national accredited college or university, as evidenced by transcripts (may be waived on a case by case basis). Potential offerors with prior experience working with the military in an education environment is preferred. Potential offerors will preferably have one year of recent verified experience in the base training manager career field. Computer applications skills are desired. WHEN SUBMITTING A QUOTE PLEASE INDICATE A FEE PER UNIT (A UNIT EQUATES TO 4HR SLOT) PER TRAINING MANAGER SESSION $____.__ per unit, AND ANY COST INCREASE PER ADDITIONAL OPTION YEAR FOR TWO ADDITIONAL YEARS (option Year 1 (FY05 $___.__ ) and Option Year 2 (FY06 $___.__). This order is effective for the period set forth herein unless sooner terminated or extended. This order is not subject to automatic renewal unless otherwise provided in the basic contract (if any). Advanced termination notice will be provided in accordance with the basic contractor as stated in the order. Notwithstanding the termination requirement, Buckley AFB accepts no responsibility for services provided after the expiration of this order unless a superseding order has been issued. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52.212-2 Evaluation-Commercial Items, paragraph, (a) to this provision is the price. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer.
