Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of the Directorate for Security and Program Protection in policy-making, oversight, and in some cases, the implementation of the full range of protection services required to support technology development and weapons system acquisition programs. Support would also be provided for The Counterintelligence Directorate, which is tasked with oversight of programs to gather information on foreign intelligence efforts directed at MDA and the Ballistic Missile Defense System (BMDS), with making that information available to members of MDA and its subordinate offices, and with assisting in planning efforts to protect against asymmetrical attacks on BMDS elements or to prevent loss of MDA information to adversaries. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) code for this requirement is 541690 Other Scientific and Technical Consulting Services, with a size standard of $6,000,000.00. This requirement is unrestricted; however, MDA may limit the sources solicited to only small businesses if a sufficient number of qualified small business sources respond. All small business respondents shall confirm that their size status is small on both their applicable GSA FSS contract and under the NAICS code size standard. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next three (3) weeks with offers due two (2) weeks later. This procurement is for professional services of approximately 50 personnel to provide expert, specialized support to a very dynamic organization charged with addressing complex threat-based challenges. There are six principal areas of endeavor: Organizational Security, Program Protection, International Security, Information Safeguards, Special (SCI) Security, and Counterintelligence. Organizational Security covers the security disciplines for protection of MDA facilities, personnel, and resources. This includes Physical Security, Industrial Security, Personnel Security and Security Education and Awareness. Program Protection focuses on development of protection plans and methods to support security risk mitigation of weapon system and technology acquisition and development programs in theater and national missile defenses. Formal identification and validation of Critical Program Information (CPI) serves as the centerpiece in the development of acquisition Program Protection Plans. Program Protection is also responsible for the MDA Operations Security (OPSEC) program. International Security focuses on protection of U.S. classified and sensitive unclassified information being considered for release to foreign governments. All standards relating to foreign disclosure, technology transfer, international security policy, and classification management must be applied. The International Traffic in Arms Regulations and other export licensing standards must also be applied. Information Safeguards focuses on classification management and declassification of MDA and BMDS technical information, as well as security review of proposals for public release of information and requests for information under the Freedom of Information Act. Special Security focuses on protection of Sensitive Compartmented Information (SCI). Counterintelligence focuses on application of intelligence community-developed foreign intelligence or terrorist threat data and information; development of counterintelligence training materials; and application of this information to mitigate risks to MDA?s development and acquisition of missile defense systems. Conduct of recurring open-literature searches is important in order to assess the extent of unauthorized or sensitive information in the public domain which could aggravate protection concerns. Support personnel will work within the spaces of MDA?s Security and Program Protection Directorate and Counterintelligence Directorate in MDA?s offices in the National Capital Region, but may be required periodically to perform duties at locations other than MDA and the immediate Washington DC area. The term of the order including options is anticipated to be at least five (5) years. All positions will be on site at the following MDA locations: MDA Headquarters at the Federal Office Building 2 (FOB2) in Arlington, VA, and Suffolk Bldg on Arlington Blvd. In Fairfax County. All personnel require a SECRET clearance. Interested business firms are invited to submit to the contracting office as early as possible, but not later than November 18, 2003, a three-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice; 2) Describe your firm?s specific, related past/current DoD experience related to this requirement; 3) Describe your firm?s management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at the time of at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Submit electronic submissions to PCO Name c/o: mdaopps@caci.com. MDA will not acknowledge receipt of capability statements. If a receipt is desired, business firms should submit their statements electronically and select ?read receipt request? from their electronic mail options. Acceptable sources must hold a GSA Schedule, qualify under the applicable NAICS if it represents itself as a small business, and be able to provide 90% of personnel with SECRET clearances on date of award and 100% within 30 of days of order start date.
