Description
Professional Architect-Engineer (A-E) services are required to complete an environmental assessment (EA) and National Environmental Protection Act (NEPA) documentation for MILCON projects. The scope of work includes reviewing planning and programming documents for three MILCON projects, conducting site inspections, and documenting the environmental assessment as per NEPA. The location of the MILCON projects is COMNAVMARIANAS, Guam. The A-E shall furnish all necessary professional and technical personnel labor, materials, supplies, and equipment as required for completing the EA and NEPA documentation in accordance with OPNAVINST 5090.1B CH-2 and NEPA (40 CFR 1500-1508) including but not limited to (1) Identifying and documenting environmentally sensitive areas at the proposed project sites; (2) Identifying and documenting natural resources that could be potentially affected by the proposed projects; (3) Identifying and documenting alternatives including the proposed action; (4) Assessing and comparing the environmental consequences to the natural resources related to implementing the various alternatives, including unavoidable adverse effects; (5) Identifying and documenting mitigation measures that would prevent or reduce adverse environmental impacts of the various alternatives; (6) Identifying and documenting irreversible and irretrievable commitments of resources; (7) Consulting with appropriate federal and local stakeholders, including but not limited to U.S. Fish and Wildlife Service, Guam State Preservation Officer, Guam Division of Aquatic and Wildlife Resources, and Guam Environmental Protection Agency; and (8) Preparing complete NEPA documentation of the environmental assessment, including drafting a Finding of No Significant Impact. The evaluation criteria for selection and contract award, in descending order of importance are as follows: (1) Professional qualifications of the staff (in-house and /or consultants) necessary for satisfactory performance of required services. (2) Recent specialized experience of the firm and proposed consultants in the preparation of environmental assessment and NEPA documentation for military construction projects. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Department of Defense agencies and private industry in terms of cost control, quality of work, and compliance with performance schedule. (5) Location of the firm in the general geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. A-E firms which meet the requirements described in this announcement are invited to submit completed Standard Form (SF) 254 (unless already on file) to the Officer In Charge of Construction, NAVFACENGCOM Contracts, Marianas, PSC 455, Box 175, FPO AP 96540-2200; Location Address: Building 101, Ground Floor, U. S. Navy Public Works Center Guam Complex, 96910. The delivery address is inside a military installation, therefore, strict security measures are in force and interested firms should anticipate delays and allow sufficient time for receipt of submission. Interested firms who do not have access into the base must submit requests and allow at least two working days for coordination of passes. Submission of SF 254 must be received and date/time stamped by the Contracting Officer on or before 08 December 2003 at 4:30 P.M. (Guam Time) in order to be considered. Electronic transmission of the SF 254 is acceptable. A-E firms are cautioned there may be carrier delays in the transmission and that electronic SF 254 must still be received by the Contracting Officer on or before the date and time designated for receipt of SF 254. Any submission received after 08 December 2003 at 4:30 P.M. will not be considered. Firms having a current SF 254 on file with this office may also be considered. The North American Industry Classification System (NAICS) code is 541330 with a size standard of $4,000,000. This solicitation is 100% SET-ASIDE for small business concerns. This is not a request for a proposal.
