Description
There will be 2 postings of questions and answers regarding this RFP. The first set of questions and answers are provided below. All additional questions regarding this procurement must be submitted to Melissa McPherson via email or fax only by November 10, 2003. Please note that no further questions will be posted until the week of November 10, 2003. During that week, all questions received after this Amendment has been posted and the responses to the questions will be posted to the FedBizOpps website as another amendment to the original presolicitation notice. Questions will not be individually answered. Questions received after November 10, 2003 will not be answered. The email address for submitting questions is melissa.mcpherson@mms.gov . The fax number is 703.787.1041. The FedBizOpps website is http://www.fedbizopps.gov. Do not call the Contract Specialist, as all inquiries and questions must be submitted in writing. Question 1: I believe the RFP is look[ing] for [a] National faith-based organization and/or a partner with a n[a]tional faith-based organization. Would you consider funding a community development organization that is partnering with a national faith based group? Answer 1: Yes. Sections L and M of the RFP state that offerors must either be a national faith based organization or be able to partner/collaborate with a national faith based organization. Question 2: How can we generate a proposal from an organizational standpoint vs. individual church? Is there a format for the proposal? Answer 2: Please refer to Section L of the RFP entitled ?Instructions, Conditions, and Notices to Offerors? for information on how to propose on this project. Question 3: [The FBO announcement] states that the applying institution has to be a "national" faith-based organization or that the applying institution must work with a "national" faith-based organization. Can you please clarify "National?" Answer 3: [A national faith-based organization] is the national organizing, representational, policy making or leadership entity for several faith based member units, such as churches, temples, mosques, etc that are located in multiple states across the United States. It is usually a non-profit organization that has a network of contributing members. Question 4: Is it possible to send me a copy of a successful project from a previous solicitation to review? Answer 4: Proposals received by the Government in response to solicitations contain proprietary information and data and therefore cannot be given out as samples. However, Section L of the RFP contains explicit instructions on how to prepare proposals and what information must be contained in them. Section M of the RFP describes how the Government will evaluate the proposals that are received. Question 5: Application deadline? What is the deadline for submitting a proposal? Answer 5: Please refer to Section L of the RFP. It states the deadline of December 12, 2003 as well as where to send proposals. Question 6: Who's eligible to apply? Answer 6: This is a Full and Open Competitive Request for Proposals. Any Offeror who, based on the information contained in the RFP, believes it is capable and qualified to perform the work, should propose. Question 7: Amount of funding available? Is there an expected budget range for the proposal? Answer 7: Proposals submitted should be in the range of $200,000 to $300,000. Question 8: Will there be only one contract to one agency to administer program in 25 churches across the country? Answer 8: This solicitation will result in the award of one or more contracts based on proposals received. Question 9: Can an agency focus on a section of the country covering 25 churches? Answer 9: No, Offerors must propose in accordance with the Statement of Work requirements that specify the sites must be geographically dispersed throughout the United States, including urban and rural areas.
