- NA The U.S. Army Space and Missile Defense Command intends to negotiate a sole source contract with Tecolote Research Inc (TRI), Goleta CA. The Joint Program Office, Guardian requires specialized Life-Cycle Cost estimating capability to meet demanding progra m initiation schedule milestones for the Chemical, Biological, Radiological, and Nuclear (CBRN) Installation Protection Program. An initial Life-Cycle Cost Estimate (LCCE) is required by mid-December 2003 to support a Program Initiation Decision and vario us contracting activities. This contract shall be issued using other than full and open competition procedures in accordance FAR 6.302-1(a)(2). TRI can immediately provide a highly skilled contractor team with current in-depth knowledge of cost-estimatin g factors related to the acquisition of CBRN equipment and systems. This is not a request for competitive proposals but parties purporting to have the requisite credentials to perform these services must furnish in writing, factual information, which clea rly supports and demonstrates evidence of such abilities. This information must be faxed to Susan Dell (301)619-5069 by 07 November 2003 NLT 1600 hrs EST. A determination by the Contracting Officer not to compete this proposed action based on any respons es from this notice is solely within the discretion of the Contracting Officer.
