Description
NA The U.S. Army Corps of Engineers (USACE), Portland District, proposes to contract for Video Inspection Services at Fern Ridge Dam. This synopsis is intended to result in a Firm Fixed Price Contract sole source to Vista Engineering Technologies, L.L.C. The estimated award date of this contract is November 2003. To be eligible for award a firm must be registered with the Department of Defense??????s (DoD) Central Contractor Registration (CCR) database. Register at the CCR Internet site at www.ccr.gov. Fern Ridge Dam is located on the Long Tom River in the Willamette Basin. The dam has a mile long longitudinal main drain that collects seepage through the dam, and 11 lateral drains discharging the seepage at the toe of the dam. The main drain runs the le ngth of the dam, offset 50 ft downstream of the dam centerline, and is 20 to 25 ft below grade. The main drain is an 8-in.-diameter, 14-gauge corrugated metal pipe with bituminous coating. The pipe is surrounded by filter gravel. The pipe joints are 7-in.- wide half-circle bands riveted to abutting sections. The bottom 120-degree portion of the main drain is perforated with 3/8 in. holes on 1-???? in. centers. The perforations only occur in the valleys of the corrugations. A depression was observed on the d ownstream face of the embankment in July 2002, approximately above the main drain location. Two additional depressions were also observed above the main drain location in February 2003. In addition, there are no access points to the main drain line other than from the existing lateral drain lines. Due to the proximity of the depressions to the location of the main drain line, it is critical that the condition of the main drain be determined. Equipment capable of video inspecting the mile long main drain was not been developed until this year. The Contractor shall video inspect the full length of the 5,736 ft of main drainpipe. The Contractor shall select the appropriate equipment and method for the video inspection. However, if a blockage / obstruction is encountered that cannot be removed without risk to the Contractor??????s equipment or to the integrity of the embankment, the Contractor shall suspend the inspection and notify the Government point of contact immediately. The Contractor shall be compen sated for configuration of video inspection equipment for project, mobilization, demobilization, and actual duration of equipment rental and labor time for inspection. The U.S. Army Corps of Engineers, Portland, Oregon intends to award this contract under the sole source provisions of FAR 6.302-1. Firms that recognize and can furnish the required services are encouraged to identify themselves to USACE for consideration in future solicitations. North American Industry Classification System (NAICS) Code 541990, size standard is $6,000,000.00. Request for verbal presentation of qualifications will not be permitted.
