Description
WR-ALC is hosting an Integrated Risk Assessment Workshop 18 - 20 November 2003 for the Hazardous Materials (HAZMAT) Prime/Vendor (PV) requirement (see FedBizOps special notice dated 8 August 2003, solicitation number: Reference-Number-Hazmat for previously published information). A risk assessment session is a necessary part of effective market research and acquisition planning that allows for focused risk management, decreased oversight, and increased probability of program success. The workshop will be preceded on 17 November 2003 by a site tour of Robins AFB HAZMAT operations and briefings addressing differences between Robins AFB and Hill and Tinker AFBs. The HAZMAT PV program encompasses complete logistics support of hazardous material activities at Air Force Materiel Command?s three Air Logistics Center bases including demand-based forecasting, procurement, transportation, storage, inventory control, and management operations. Initial support is anticipated to be to the Maintenance activities at the installations with the opportunity to expand to tenant activities at those bases. Industry representatives interested in participating in the site visit and/or the risk assessment workshop should contact the contracting officer, Douglas Pugh, Douglas.Pugh@robins.af.mil, phone 478-926-7393, or fax 478-926-3590 and submit on company letterhead the name(s) of those expected to participate and designating a team lead/spokesperson. E-mail response with a scanned copy of the letter is preferred, but fax will be accepted. Regular mail is discouraged given the time frames involved, but the mailing address can be used. Industry teams will be limited in size to three (3) and may include subcontractors/team menbers within that number. Team size and/or the number of teams are subject to additional limitation based on response to this notice and facility capabilities. Contractors participating in previous market research activities will be given first consideration should the number of teams require limitation. Specific meeting locations and an agenda will be provided once the response date has passed and the attendees have been determined. Application by the response date identified above is critical to ensure access to Robins AFB. The following is provided as a guide for relevant past-performance and as an aid in determining participation and team composition: * Hazardous materials supply chain management including demand-based forecasting, procurement, transportation, storage, inventory control, and management operations; * Support of industrial operations for three geographically dispersed locations with multiple points of use per location; * Issues of approximately 30,000 per year ranging between 5000 and 19,000 issues per location; * Management of a comprehensive range of hazardous materials (see tables I and II of FED-STD-313D); * Demonstrated compliance with federal, state, and local environmental laws and regulations; and * Demonstrated ability to interface with Air Force/Department of Defense supply management systems (desired). The above is provided as a guide. All interested parties are invited to attend based on the restrictions noted above. Industry participation in this workshop is voluntary. The Government does not intend to provide reimbursement for the time and expense of industry participation or for the information obtained during the site visit and workshop. The Government requires unrestricted use of any information resulting from the site visit and workshop and reserves the right to revise the products of the workshop to ensure all user requirements are satisfied. The Government does not guarantee an unrestricted solicitation or that a contract award will occur. A program web page will be established in the near future at URL http://pkec.robins.af.mil and will be the sole source of information regarding the program. Documents and other program information will be posted to this page for industry information and comment. Any resulting solicitation will also be issued from this web site.
