Description
In accordance with the Federal Aviation Administration s Acquisition Management System (AMS) Section 3.2.1.3.12, industry is hereby informed that the Federal Aviation Administration (FAA) has a requirement with an estimated value over $100,000.00. This requirement is a SMALL BUSINESS SET-ASIDE. This announcement is a Request for Information (RFI). This announcement IS NOT a Request for Proposal (RFP)/Screening Information Request (SIR) of any kind and is not intended to guarantee procurement of any services. The FAA is not seeking or accepting unsolicited proposals with this RFI. The FAA will not pay for any information or administrative costs incurred as a result of responding to this RFI. The FAA has a four-year requirement for providing contract weather observation services at selected airport throughout the CONUS US and Puerto Rico. The anticipated award date for the Contract Weather Observation (CWO) contracts is expected in time for contract performance to begin 01 October 2004. It is anticipated that the new CWO contracts will be firm fixed-priced. This requirement is subject to the Service Contract Act. The purpose of this RFI is to provide the draft SIR for industry review and comment. The FAA intends to review all written comments received regarding the SIR and, as appropriate, consider industry comments for incorporation into the final SIR. The draft SIR/RFP includes the locations of the CWO sites. It is anticipated that the final SIR/RFP will be released in January 2005. All questions or comments are due by 3:00pm EDT on December 15 and shall be submitted in writing to Sarah F. Scott, Contracting Officer, ASU-340, 800 Independence Avenue SW, Washington, DC 20591 or via e-mail at Sarah.Scott@faa.gov. Written submissions must be received (not just postmarked) by the due date. Responses submitted via e-mail shall be in either Adobe .pdf format or Microsoft Word 2000 (or earlier) format with file sizes not exceeding 1 MB. A Small Business Workshop will be held on November 18 through November 19 at: Las Vegas TROPICANO 3801 Las Vegas Blvd., South Las Vegas, NV 89109 The purpose of the Small Business Workshop is to assist the offeror in preparing proposals that meet government requirements. In addition, a Pre-Proposal Conference will be held on November 20, 2003 at: Hotel SAN REMO 115 E. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $500,000.
