Description
The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with the University of Alabama, Huntsville, Earth System Science Center, and Remote Sensing Systems, Santa Rosa, CA, for the acquisition of services to calculate tropospheric and stratospheric temperatures from Microwave Sounding Unit (MSU) and Advanced Microwave Sounding Unit (AMSU) measurements. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Less than full and open competition is necessary because the experience and expertise necessary to calculate the temperatures from MSU measurements is currently only available from these two sources.
