Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure the following Wartsila-Lips parts that are currently installed on the Main Propulsion Shafts installed onboard the 87? Coast Guard vessels. (1) Stock Number 5330-01-491-2868, Seal, plain, face assembly (split), P/N H73587-01-4, used on Stern Tube Seal Model US73587-01, quantity 10 each; and (2) Stock Number 2040-01-495-7095, Seat Assembly, split, P/N H73587-01-1, used on Stern Tube Seal Model US73587-01, quantity 10 assemblies. It is the Government?s belief that only Wartsila-Lips, the Original Equipment Manufacturer (OEM) of the Stern Tube, and/or their authorized distributors can provide these Seals and Seat Assemblies. Wartsila-Lips maintains proprietary rights to all manufacturing and engineering data and drawings required to successfully manufacture these parts. The Government's request to release the drawings and technical/engineering data to allow for a competitive acquisition has been refused. It is the Government?s intention to solicit and award a fixed-price Purchase Order to Wartsila-Lips, and/or one of their authorized distributors. However interested sources that possess the capabilities of obtaining the required technical, engineering and manufacturing data from Wartsila-Lips, and possess the capabilities of manufacturing these parts can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and serviceability characteristics), or (2) data that the offered parts have been satisfactorily manufactured for the Government or Wartsila-Lips. THIS INFORMATION MUST BE RECEIVED WITHIN TEN (10) WORKING DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order to Wartsila-Lips and/or one of their authorized distributors. The Government does NOT intend to pay for information solicited. The Request For Quotation (RFQ), Number HSCG40-04-Q-MG091, shall be available for download by accessing FedBizOpps at www.eps.gov, on or about 4 November 2003. Interested sources are encouraged to check FedBizOpps daily after 4 November 2003 for the solicitation posting. Hard copies of the solicitation package shall not be issued from this office. Delivery of all parts shall be F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000 OR 6751 Alexander Bell Drive, Columbia, MD 21046. See Numbered Note 22. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302.
