Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation ? A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00181-04-Q-0045 applies and quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. Norfolk Naval Shipyard anticipates issuing a firm fixed-price contract for 150 each nonmetallic , heavy duty, hardwall, suction and discharge hose assemblies. Ordering data: 1) Reinforcement shall consist of natural or synthetic textile yards which are woven with a helix or helixes of round steel wire and filler yarns alternately spaced, 2) Hose inner liner (tube) and outer cover shall be any color EXCEPT yellow or magenta. The color shall be thoroughly embedded into the reinforcement and helical wire(s) to provide a homogenous hose wall resulting in sufficient adhesion to meet the required hose applications listed herein; 3) Host must have a minimum working pressure of 150 PSI and must not exceed a working pressure of 300 PSI; 4) 3 inches ID x 3-1/2 inches OD; 5) Minimum bend radius of 12 inches; 6) 2.00 lbs maximum weight per foot without couplings; 7) Hose must be able to take full vacuum; 8) Hose must be resistant to weather, oil, solvents and mild acids; 9) Assemblies are to be provided in 50 ft lengths ( + 6 inches, - 3 inches); 10) Hose assemblies must have a male coupling (MS27021-16) on one end and a female coupling (MS27025-16) on the other end. Couplings shall be cam-locking, quick-connect type. Coupling material shall be red brass alloy C84400 ONLY; 11) Each assembly shall have the manufacturer's name, contract award number, and pressure rating on the lay-line in permanent ink; 12) Hose shall be Boston RoyalFlex P1196 OR EQUAL*; 13) Written certification shall be provided documenting that the hose assemblies (hose and fittings) have been hydrostatically testing at 150 PSI for ten (10) minutes with ZERO leaks and/or bulges. *All parties offering on material other than the specified RoyalFlex P/N MUST include sufficient specification literature/data to ensure that a complete technical evaluation may be made of the product offered. The Government reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. Such samples shall be provided at no cost to the Government. . DFARS 252.204-7004 REQUIRED CENTRAL REGISTRATION APPLIES. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Information can be obtained through Internet @ http://ccr/edi.disa.mil. The following provision/clauses are applicable: FAR 52.212-1, FAR 52.212-2 (offers will be evaluated on price and technical compliance); 52.212-3, 52.212-4, 52.212-5, (52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-9, 52.232-33 incorporated) ADDENDA: DFAR 252.212-7001(252.225-7001 incorporated) A COMPLETED CERTIFICATION AS REQUIRED BY FAR 52.212-3 SHALL ACCOMPANY ALL RESPONSES TO THIS SOLICITATION; I4F104 CONSTRUCTIVE ACCEPTANCE Pursuant to FAR 52.232-25 and Federal Register Notice dated January 9, 1989, The following is incorporated: In lieu of the 7th day constructive acceptance, constructive acceptance will be deemed to have occurred on the 30th calendar day. Parties responding to this Request for Quotation may submit their quote in accordance with their standard commercial practices (i.e. company letterhead, quote form etc) but must include the following: 1) Complete mailing/remittance address(es); 2) Prompt payment discount (if applicable); 3) Delivery schedule; 4) Taxpayer ID#, 5) Complete certifications as required herein. All quotations must be received NLT 2:00 PM local time,07 November 2003, quetions and/or responses may be faxed to (757) 396-8503, e-mailed to englandkl@nnsy.navy.mil, mailed to FISC Norfolk Naval Shipyard Annex, Attn: Karen England, Code 532.1G, Bldg 1500, 2nd floor, Portsmouth, VA 23709-5000 Delivery offered shall be best possible schedule available.
