- Description
- This notice is issued for the purpose of conducting market research relating to a pending solicitation for the supply of lubricants, oil reprocessing services, waste oil disposal services, and related engineering support services in support of Government vessels. A draft Statement Of Work is available for review at the MSC web site (http://www.msc.navy.mil; follow links to Contracts and Requests For Information). The Government requests Industry feedback on this Statement Of Work (SOW)regarding recommended changes in order to increase efficiency and effectiveness of providing Lubes and related supplies and services to the MSC fleet; decrease administrative impact on Government and Industry; and incorporate best commercial practices. MSC has particular interest in becoming familiar with customary Industry practice concerning unilateral changes (the customer's ability to change basic contract terms unilaterally to meet emerging and/or changing conditions, subject to capability and with the understanding that price adjustments would be considered). Information about typical vehicles or indices used to effect economic price adjustments (adjustments for inflation, deflation, market price spikes, or changing conditions affecting price) would be helpful, as well. There is no solicitation available at this time. The current contract expires Sep 04. The upcoming solicitation will be a requirements type contract for a potential total period of five years. Please note that the SOW available for review at the MSC web site is only a draft and is subject to change. The Government intends to consider all information and comments (especially marketplace practices concerning unilateral changes) received in response to this synopsis when developing the solicitation.
