Description
Beale AFB, in conjunction with the Department of the Air Force plans to offer the privatization of the existing Natural Gas utility system located at Beale Air Force Base, Marysville, California. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, a firm will be selected to assume ownership of a portion (61,356 L.F.) of Beale AFB?s Natural Gas utility system for 50 years. The successful firm will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, material, tools, and equipment necessary to own, maintain, and operate, the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection. Maintain and operate the Natural Gas utility system in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW). The utility system will be conveyed via a Bill of Sale once all permits, licenses, and certificates required to own, operate, upgrade, maintain, and make capital improvements of the utility distribution system, have been obtained and authenticated. The utility system is located on the main base area on Beale AFB, 14 miles east of Marysville, California. Beale AFB occupies approximately 23,000 acres of real estate in Yuba County, CA. The successful firm will assume ownership of 61,356 L.F. of Beale?s Natural Gas utility system. The remaining portion of Beale?s Natural Gas distribution system is owned and operated by the Pacific, Gas, and Electric Company (PG&E). A plan will be required as part of the evaluation detailing how offerors will coordinate work with the local utility which owns a portion of the natural gas line in question. Aspects of the Contractor?s proposal may become a part of the contract upon the decision of award. The entire solicitation will be released solely on the Electronic Posting System (EPS) at the following URL, http://www1.eps.gov/spg/USAF/ACC/9CONS/postdate_1.html . The solicitation will be available only by downloading it from EPS. This solicitation will be issued for Full and Open Competition under North American Industrial Classification System (NAICS) code 221210. All responsible sources may submit an offer, which shall be considered. For information purposes only, the small business size standard is 500 employees. Large businesses are required to submit a subcontracting plan with their offer. Prospective offerors interested in submitting a proposal for this solicitation should contact 2 Lt Axel Clark via email at jack.clark@beale.af.mil and register as an interested party. All prospective offerors are responsible to visit EPS frequently and obtain any amendments or other information pertaining to this solicitation. The RFP and all attachments will be posted in compressed (zipped) Microsoft Word and Excel documents. A copy of Winzip can be obtained from http://www.winzip.com/winzip/download.htm free. A draft of the solicitation will be available on or about 7 November 2003. The deadline for receipt of proposals is tentatively planned for 5 February 2004. A pre-proposal conference is tentatively scheduled for 8 January 2004. Questions on the RFP must be submitted to the Contracting Office not later than 29 December 2003. Past Performance information from potential offerors shall be submitted as directed in the RFP. Any changes to solicitation documents by offerors will render them invalid. Proposals containing any changes will be rejected. Contractors must be registered in the Centralized Contractor Registration (CCR) in order to receive a contract award from any DOD activity.
