Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to procure construction of a wet/dry laboratory building (4700 sf), seawater intake system, boat dock (80 lf) and trestle (265 lf), central heating plant (300 sf), scuba support building (500 sf), demolition, dry lab renovations, and a two story dormitory (4800 sf) with an expansion of the waste treatment plant system. This work will be at the NOAA/NOS Kasitsna Bay Laboratory, near Seldovia, Alaska. The approximate sizes of the structures are given above, and all of the buildings are wood framed structure with a standing seam metal roof and wood siding. The wet/dry laboratory, scuba, boardwalk, dock, and trestle will be pile supported and the other buildings will be concrete slab and footings. All of the buildings are single story except for the two story dormitory. The Contractor shall provide all the labor, material, equipment and each and every item of expense to construct these buildings and structures. The Government intends to award a contract to the responsible offeror whose proposal represents the best value to the government following the evaluation criteria and price. The following technical and performance criteria will be used in evaluating the proposals: (1) Past performance, (2) Experience with similar types of construction, (3) Proposed team and it's experience, and (4) Local small business subcontracting. Price is slightly more important than technical and performance criteria. The resultant procurement will be a firm-fixed price contract. Completion time for this project is 400 calendar days, including weather and seasonal lost time. A portion of the work will be alternate or option items that are dependent on future funding. This is a total 100% small business set-aside. The NAICS code is 233320 and the business size is $27.5 million average annual receipts. Estimated Construction cost is between $1,000,000 and $5,000,000. Drawings, specifications and bid documents will be available on or about November 19, 2003. A pre-bid meeting and site visit will be scheduled in the bid documents. Contract award is expected in March 2004. All responsible firms may submit an offer which shall be considered by the agency.
