Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are being requested and a written solicitation will not be issued. Solicitation number USSS040007 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 01-16. This action is a 100% small business set-aside. The NAICS code is 238990 and the size standard shall not exceed $12 million. The government intends to award an Indefinite-Delivery/Indefinite-Quantity type contract. The U.S. Secret Service (USSS) has a requirement on an as needed basis, for the removal and replacement of damaged chain link fences and associated materials/equipment as follows: 1) remove and replace chain link fabric 8 ft. high; fabric is 9 gauge galvanized with 2 inch mesh of 500 linear feet per year; 2) remove and replace barbed wire 3 strands and barb arms, 3?X 1-5/8? of 1500 linear feet per year; 3) remove and replace 10 ft. galvanized posts 2-1/2? O.D. SS 40 weight, including truss rods and tighteners, 50 each per year; 4) remove and replace 10 ft. galvanized posts 3 inch O.D., SS 40 weight terminal post, including 1-5/8 inch O.D. SS 40 bracing with truss rods and tighteners, 10 each per year; and, 5) mobilization charge, 10 each per year. The contract will be priced based upon the item numbers referenced above. The term of this procurement shall include one base year with four-one year options. The period of performance is as follows: Base Period: November 17, 2003 through November 16, 2004; Option Year 1: November 17, 2004 through November 16, 2005; Option Year 2: November 17, 2005 through November 16, 2006; Option Year 3: November 17, 2006 through November 16, 2007; and Option Year 4: November 17, 2007 through November 16, 2008. Upon contract award, the contractor shall be required to provide a 24-hour accessible telephone number to the Contracting Officer?s Technical Representative (COTR). The contractor shall respond to the U.S. Secret Service, James J. Rowley Training Center within one (1) business day to start repairing the damaged fencing, after telephonic notification by the COTR. The COTR will advise the contractor of the approximate extent of the damage, i.e., how many sections of fencing is down, approximately how much material may be needed, etc. However, the contractor is responsible for actual measurements and to ensure sufficient materials are provided to complete the repair of the damaged fencing. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation ? Commercial Items; 52.212-2 Paragraph (a) insert: ?award will be based on the technically acceptable low offer?; 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; 52.217-08, Option to Extend Services; 52.217-09, Option to Extend the Term of the Contract; and 52.232-19, Availability of Funds for the Next Fiscal Year. SPECIAL PROVISION: Contractor personnel proposed to work under this contract shall be U.S. Citizens. They shall be subject to and successfully pas Police background investigations prior to being admitted to the James J. Rowley Training Center. Upon contract award, the contractor will be provided with U.S. Secret Service contractor personnel access forms. With five business days of contract award, the contractor shall submit these completed Personnel access forms to the COTR. A signed copy of the Representations and Certifications shall be included with offeror?s proposal. Proposals are due no later than Thursday, November 6, 2003, 2:00 p.m. EST.
