Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate and award a firm fixed-price sole sources contract to: Epic Games, 5511 Capital Center Drive #675, Raleigh, NC 27606. This requirement is for Game Engine and license renewal, designed by Epic Games for Office of Secretary Defense. As a means of the U.S. Army to actively seek a more effectively way to market its career opportunities to America's youth, a set of web-based, instrumented and networked video computer games has been implemented to attract young people and inform them of various aspects of Army life and Army career opportunities. America?s Army is a computer-based animation game, designed to complement the Army's current Internet web page ? www.GoArmy.com . Through this on-line, computer-based game, the Army provides information via an entertaining virtual Army career experience to the user audience. The game is hosted at www.americasarmy.com. This procurement solicits for the provision of America?s Army web server, primary game engine. This task order provides for renewal of game engine license for the exclusive game engine employed for this project. This game engine is a very specific and integral component of the game server(s), which house and operate the America?s Army online game. This primary game engine is a series of complex and application specific game driver subroutines and command modules, which provide for the basis of the authentication services, operation and execution of the online game versions of "America's Army: Operations and Soldiers". The America?s Army Game Project has more than $10M invested in the present system and operation of the America?s Army online game. This game is driven by and designed around the EPIC Unreal ? game engine ? an exclusive and proprietary server engine, designed specifically for online games. The America?s Army Game relies on the game engine exclusively designed by EPICS. This task order provides for the renewal and expansion of the licenses for the EPICS game engine in order to continue the operation and offering of the services provided by the America?s Army Game. The Epic Games has proven to be an integral component of the online, America?s Army Game ?. The current game and respective project are centered on the implementation of the Epic Game engine ? all game levels, components, and associated animation, graphics and driving code are written on, related specifically to, and dependent upon the current Epic Games Unreal Engine?, at a significant cost investment to the U.S. Army Recruiting Command/Office Secretary Defense. An alternative solution cannot be cost justified as this direct award to Epic Games. Incorporated are the following FAR provisions 52.212-4, 52.212-5, 52.212-1, 52.212-2; at time of posting, a completed copy of the provision for Representations and Certifications of FAR 52.212-3 must be posted in IT Solutions (https://it-solutions.gsa.gov/ ) by 31 October 2003, at 4:30 Pacific Time. The following additional clauses apply: 52.203-6, 52.203-6 Alt I, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and 52.232-33. The Government intends to negotiate and award a best value contract to EPIC Games. The period of performance is 1-year from date of award.
