- Subject acquisition is for sources to submit a proposal for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Deliver-Indefinite Quantity (IDIQ) type contract at Westover Air Reserve Base, Hampden County, Chicopee MA 01022. The base is located approximately 10 miles northwest of Springfield MA. This acquisition will be conducted under competition in accordance with the Small Business Administration's 8(a) Program. This contract will include a broad variety of individual construction task orders to include but limited to: alteration, maintenance, repair and minor construction of various base facilities. During the contract period, the Base Civil Engineer (BCE) will identify construction tasks required to complete each specific job, and the Operational Contracting Office will negotiate these orders and the Contracting Officer will issue the individual delivery orders. The contractor will be required to furnish all materials, equipment, and labor necessary to manage and accomplish the project. An office will be provided on base for the contractor. Individual projects will vary in size and complexity. The projects will include tasks in a variety of trades including but not limited to, steam fitting, pluming, sheet metal, painting, demolition, concrete, masonry, and welding. The government anticipates significant subcontracting under the SABER contract. The guaranteed contract minimum is $300,000.00. The maximum value of the contract will be $3,000,000.00 per contract period. The contract performance period will be a basic one-year contract ($3,000,000.00) and four one-year options ($3,000,000.00 per year) a total of $15,000,000.00 for the base and option periods. The solicitation will be issued on 14 November 2003 with a response date of 19 December 2003. Requests must be in writing either by letter, fax or e-mail. Telephone requests will not be honored. The NIACS code for this project is 236210. Proposals will be evaluated in accordance with FAR 15.101-2, Lowest Co-efficient Technically Acceptable, Source Selection Process where the award will be made and based on the lowest evaluated co-efficient basis. The lowest technically acceptable co-efficient will be the only consideration. The Government intents to award this with or without negotiations. Past performance will not be considered an evaluation factor for this acquisition. NOTE: PROPESPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR), DATABASE PRIOR TO AWARD OF A FEDERAL GOVERNMENT CONTRACT. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTRATINO DATABASE WILL RENDER YOUR FIRM INELIGIBLE FOR AWARD. REGISTRATION REQUIRES APPLICANTS TO HAVE A DUNS NUMBER TO REGISTER WITH A CCR. ALL CONTRACTORS ARE RECOMMENDED TO INITIATE CCR REGISTRATION AND /OR COMPLETE YOUR ANNUAL CONFIRMATION OF REQUIREMENTS BY CONTACTING INTERNET SITE htpp://www.ccr.gov.
