Description
This project will consist of grading and drainage on 5.93 miles (largest schedule) of roadway for HI A-AD 6(1), Saddle Road (Defense Access Road) located in Hawaii County, State of Hawaii. The estimated price is between $10,000,000 and $15,000,000. This project contains 3 schedules. Principal work items on the largest schedule include: Principal work items: 6.2 miles of slope, reference, and clearing and grubbing stakes; 6.2 miles of centerline re-establishment; lump sum contractor testing; 56 acres of temporary soil tackifier; 25,800 ln ft of silt fence; 280 ea check dams; 920 ln ft temporary diversion channel; 23,000 mgal watering; 95.0 acres of clearing and grubbing; 361,500 cu yd roadway excavation; 10,000 cu yd subexcavation; 1,940 cu yd (various class) placed riprap; 650 cu yd mortared riprap, class 3; 1,150 cu yd concrete; 3,470 ln ft (various size) pipe culvert; 189,050 sq yd (various depth) placing conserved topsoil; 30.7 acres of mulching, hydraulic method; 2.7 acres mulching, hydraulic method, bonded fiber matrix; 18,700 sq yd erosion control mat type 3; lump sum temporary traffic control; along with associated equipment rental, pavement markings, and barricades. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on our website at http://www.cflhd.gov/procurement. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
