Description
The Defense Information Technology Contracting Organization in cooperation with the White House Communications Agency (WHCA) intends to award, though limited competition (under authority of 10 U.S.C. 2304 (c)(1)), a fixed-firm price contract to a single vendor to provide temporary telecommunications services in support of the White House travel mission. After extensive market research and analysis of WHCA travel records going back to 1998, the Government has developed a list of vendors that meet the required experience, past performance record, existing telecom service agreements and market presence to guarantee successful support of this critical requirement. AT&T, Bell South, CenturyTel, Southwestern Bell/SBC, Sprint, QWest and Verizon are the only vendors that will be allowed to submit proposals. This notice of intent is not a request for competitive proposals. This contract will be used to provide temporary telecommunications services in support of the President of the United States, Vice President of the United States, First Lady of the United States, White House Special Missions, and White House Communications Agency travel requirements. Competition will be limited to the previously identified vendors having significant prior experience with the White House travel mission and enough market presence to be able to provide extensive connectivity averaging in excess of a hundred temporary lines in dozens of locations on very short notice (typically 72 hours or less). Each trip site must be supported exactly as required (in terms of schedule and types of service required) to ensure the Commander in Chief (CINC) is connected to the national security structure 100% of the time with exactly the capabilities required by WHCA. It is absolutely vital the company selected has the capabilities, experience and resources to instantly react to the rapidly changing requirements of the CINC and members of the national security staff. The contractor will be responsible for all aspects of provisioning all required communications between the locations identified in every order including, but not necessarily limited to, installation of drops, pulling of cable, provisioning of local and long distance service, installation and provisioning of ISDN-P & B for switched data, voice, video and VTC, installation of trunks, provisioning of international direct dialing and VPN. Government personnel will operate the equipment employed. All personnel having access to summary data about trip provisioning (access to the full list of trips and services) must have at least a SECRET security clearance.
