Description
National Aeronautics and Space Administration (NASA), Dryden Flight Research Center (DFRC) intends to issue a contract/blanket purchase agreement (BPA) to Invocon, Incorporated of Conroe, Texas as a follow-on contract/BPA for "Miscellaneous Data Acquisition Equipment and Network Integration Services". This service will be acquired through a "task order" type arrangement. Objective: The contractor will be tasked by NASA DFRC on a task order basis to support acquisition of data acquisition and network integration services necessary for research and development in distributed signal processing tools and techniques. NASA DFRC intends to procure this service directly from Invocon, Incorporated of Conroe, Texas. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification is based upon Invocon's unique and proprietary capabilities to provide this service to continue acquisition of data acquisition and network integration services necessary for research and development in distributed signal processing tools and techniques. This encompasses COTS and prototype instrumentation nodes, wireless networking within and between aircraft, networking via satellite, supporting hardware and software, in addition to any hardware or software engineering support associated with developing a distributed measurement acquisition and telemetry processing environment. Award to any other source would result in substantial duplication of cost to the government not expected to be recovered through competition and unacceptable delays in fulfilling the Agency's requirements. This procurement will be conducted under the Simplified Acquisition Procedures. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications statements to perform the effort in writing to the identified point of contact no later than 4:00PM (PST), 11/07/2003. Such statements will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications will not be accepted in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
