Description
Market Research - Federal Business Opportunities for the re-competition of the IIASC contract. Contract to be Re-Competed: Information Infrastructure and Architectural Support Contract (IIASC). Incumbent prime contractor - SRA International Title: Information Technology Solutions - Business Information Strategic Support (ITS-BISS) Purpose: Full range of information technology advisory and assistance to support or improve organizational policy development, decision-making, management and administration, program or project management and administration, and research and development activities. Primary emphasis is on the provision of Information Technology Policy and Program management support and services. Estimated Value: $70M Acquisition Approach:Multiple award, base year and four option years, IDIQ Task Order contract Schedule:Issue solicitation - 1st Q, FY2004; contract award - 3rd Q, FY2004. Submission Requirements: This a market survey for written information only (1) to ascertain whether any of the two contracts contemplated for this procurement can be set aside for small business concerns, and (2) to determine the overall market for these services. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Any firm responding to this announcement will be included on the ITS-BISS web site (see below) as an "interested firm". Capability statements shall not exceed 10 pages and standard company brochures will not be reviewed. Information shall focus on the capability to provide technical support services defined below. The applicable NAICS code is 541519. Firms with the capability of providing the services described in the draft statement of work posted at http://www.epa.gov/oamhpod1/adm_placement/prhq10097/index.htm are invited to submit, in writing, sufficient information within the page limitation which demonstrates their ability to fulfill this requirement. Firms shall include contracts/projects (with phone numbers and email addresses of names of references to contact regarding these contracts) that demonstrate the firms' capabilities to perform the SOW. For each contract/project discussed, include (1) description of services performed, (2) client/agency name, (3) type of contract, (4) if applicable, number and dollar value of task orders or work assignments (or similar tasking document) performed under the contract, and (5) comparison of contract/project SOW with the draft ITS-BISS SOW. Firms shall also include, for each labor category used under the contracts/projects, the actual costs of work performed in terms of (1) direct labor costs per hour incurred and (2) loaded labor costs per hour (including direct labor costs, fringe benefits, overhead, general and administrative costs and fee/profit).
