Description
NA POC Ms. Sandra Schuck, Contract Specialist, 757-878-4819. This synopsis is follow-on to Request for Information issued May 7, 2003. The Aviation Applied Technology Directorate (AATD) is soliciting for performance of the Research & Development effort as described below. Offerors will be required to submit proposals in accordance with the guidelines set forth herein. The U.S. Army Aviation Applied Technology Directorate (AATD) intends to competitively solicit our AATD requirement to coordinate and assimi late the efforts of UAV manufacturers to derive the common architecture for UAV processing requirements for MCAP Phase III. AATD intends to competitively select a UAV mission architecture systems engineer to research and analyze Future Combat Systems comm unications and interoperability requirements, translate these requirements into system specifications, and lead the design of the embedded mission-processing infrastructure. The systems engineer will work with UAV systems integrators to identify, select, document, and coordinate appropriate standards and products that will serve as common hardware and software building blocks, and design, fabricate, integrate, and demonstrate the system. The MCAP Phase III team will coordinate with the MCAP Phase II Mann ed Vehicle Systems Engineer via regularly scheduled working group meetings intended to develop design commonality and interoperability. The acquisition will be processed as a full and open competition and available to U.S. firms only. A detailed statement of work and contract data requirements will be included in the solicitation package. The solicitation and any amendments to it will be available to potential Offerors, not sooner than 15 days following publication in FedBizOps, on the AATD web site at the following URL: http://www.aatd.eustis.army.mil/Business/Divisions/Contracting/Acc_Announ.asp The anticipated date of availability is November 12, 2003. AATD is anticipating a single award of a cost plus fixed fee contract on approximately March 31, 2004. This level of effort is estimated at approximately $4.32 dollars with an expected period of performance of 21 months including a 3 month final reporting review cycle). The North American Industry Classification System (NAICS) applicable code to this procurement is 541710, the size standard for which is 1500 employees. SECURITY REQUIREMENTS: All work performed under the resulting contract will be unclassified and will not require access to classified material. A determination has been made that performance under the contract will require access to and or generate technical data for which the expo rt of will be restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et. seq.) or Executive Order 12470. Prior to award the successful firm(s) will be required to provide an Export-Controlled DoD Data Agreement certification number in accord ance with DoD Directive 5230.25. This certification may be requested from the Defense Logistics Services Center, ATTN: DLSC-FBA Federal Center, Battle Creek, MI 49017-3084, telephone 1-800-352-3572. See Note 26.
