Description

NA NSN: 1005-01-408-3585, Part Number 12976819. The item to procure is a Carrying Handle Assembly for the M240 Machine Gun. The Government has data rights to the M240 Machine Gun pursuant to a license agreement with FN Herstal. Due to the terms and conditi ons of the M240 license agreement, this solicitation is restricted to the U.S. and Canada under exception 1 of the Competition in Contracting Act and FAR 6.302-1. The Carrying Handle Assembly consists of machined metal parts and investment casting with a machined plastic part. Special material requirements called out for rod material. Heavy phosphate coating is required IAW MIL-DTL-16232. FOB is Destination. Requirements are 3,200 each. The proposed contract will be a 5-year Indefinite Delivery, Indef inite Quantity (IDIQ), with an estimated guaranteed minimum quantity of 3,200 each. Estimated issue date is 14 November 2003. All or a part of this action is an unfunded FY 04 requirement. This solicitation incorporates a Technical Data Package (TDP) th at cannot be provided via the internet. Vendors who need this TDP in order to prepare a proposal, are instructed to complete the Non-Disclosure Agreement provided as an attachment to the solicitation and email it to devlinl@ria.army.mil. This agreement m ust be completed before the TDP will be sent. Any said requests should contain the following information: CAGE Code (if available), company name, point of contact, street address, city, state, zip code, and telephone number. A TDP will be provided by no rmal mail after the solicitation has been released to the internet and the Non-Disclosure Agreement has been executed. A License Agreement between FN Herstal and the U.S. Government requires the items procured to be manufactured exclusively within the U.S . and Canada. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hard copies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following ad dress via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm. CAUTION: This solicitation will be issued electronically as well as any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to mainta in a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior t o the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of same. Note 26 applies.
