Description
The purpose of this announcement is to inform industry of the Air Force?s intent to award a sole source contract under the authority of 10 USC 2304 (c) (1) Justification: Supplies (or Services) required are available from only one source or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The Government will be using Alpha ? contracting procedures to develop this contract. A 3-year requirements contract for production of the Commercial Central Interface Unit (CCIU,) the form, fit and function replacement of the Advanced Central Interface Unit (ACIU) for Block 25/30/32 F-16 aircraft is sought. Ship to: AFB2029, Jun 4,2004, BEQ is 110 units (ea) first year, 281 second year, 281 third year. The contractor will also be responsible for the technical data package to support development of Technical Orders (TO) and Time Compliance Technical Orders (TCTO), an operational flight program, avionics software integration, support data analysis, procurement of test and manufacturing equipment, and configuration management of the design and manufacturing. EFW, Inc. CAGE Code 0WED9, 4700 Marine Creek Parkway, Fort Worth, TX 76136-6969, is the ONLY source that maintains the engineering and technical data necessary to manufacture this item, therefore, it is the Government?s intention to solicit only EFW Inc. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for either the effort or associated costs to respond, or for the information provided. This synopsis does not constitute a Request for Proposal (RFP). Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from EFW Inc., and possess the capabilities to manufacturing these items can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily manufactured for the Government or EFW Inc. THIS INFORMATION MUST BE RECEIVED WITHIN FIFTEEN (15) DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The points of contact for this program are Contracting Officer Edward L. The Ombudsman?s role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed.
