Description

This notice is to knowledge the Department of Housing and Urban Development's intent to procure on a sole source basis a new Blanket Purchase Agreement (BPA) to McCracken Financial Services, Inc., (MFS) for software support services for the Single Family Mortgage Notes System (NOTES). The services will be awarded on a sole source basis under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Services are required by the Department for software maintenance and enhancement to the NOTES System. The support services employ the use if the proprietary financial management systems software package (STRATEGY). STRATEGY is a MFS proprietary software development package. The software maintenance services will 1) ensure the continuing integrity of the baseline software modules, 2) provide access to maintenance activities that keep the NOTES System in compliance with the Joint Financial Management Improvement Program (JFMIP), 3) support property management and oversight needs, 4) ensure that NOTES is in compliance with emerging Government laws, regulations and mandates 5) maintain current and upgraded functional capabilities and support for upgrades that are required by regulation, statute, technology, or product support and systems compliance, and 6) provide the continuation of software maintenance service for NOTES until NOTES functionality is incorporated into the Single Housing Modernization Project. The period of performance for this requirement is for five years.
