Description
This is a combined synopsis-/-solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotations and the number is RFQ-04-005-. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This solicitation is is sued on an unrestricted basis. Price quote must be valid for minimum of 60 days from due date. Line item is as follows: Science Writer for PSW Science Perspectives Science Perspectives Science Writer SPECIFICATIONS STATEMENT AND REQUIREMENTS: For: 4 issues of Science Perspectives and text for the PSW 2004 Annual Report plus unknown number of one-page pieces REQUEST for option to renew - base year + 4 (1 yr) options I. SCIENCE PERSPECTIVES - Description of the publication: Sciences Perspectives is a Pacific Southwest (PSW) Research Station publication that features one scientist and their research per issue. Approximately once a year PSW scientists PSW Scientists have the opportunity to submit proposals based on peer-reviewed publications. Proposals are reviewed by a committee comprised of a PSW Assistant Director of Research (chair), three PSW scientists, one Washington Office of Communications representative, and three Region 5 Forest representatives based on the following criteria: 1. CONTRIBUTIONS: The research contributes significantly to the scientific literature relevant to conservation and resource management. 2. IMPLICATIONS: The research has clear implications for (or applications to) the management of forest and rangelands, especially for issues that are not important or are emerging as important. 3. DECISIONMAKING: The research is useful or potentially useful in making decisions about forests and rangelands. 4. INTERDISCIPLINARY: The research has evidence of PSW?s interdisciplinary research. 5. COLLABORATION: The research was conducted collaboratively; that is with other research institutions or PSW stakeholders, The goal of this publication is to be a relationship-building communication tool to influence decisions about managing and protecting forests and rangelands and to be a tool to accomplish PSW?s mission: to develop and deliver science-based information, technologies, understanding, and applications that help people make informed decisions about natural resource management, conservation, and environmental protection. Target Audience The tone and level of writing is aimed at the professional resource managers in the forest lands, who are the front line of our agency?s work. The others we hope to reach are congressional leaders, policymakers, and decision-makers as well as the interested public, academia, and environmental interest groups. Sciences Perpectives is also designed to be a vehicle of positive attention for the great work in which PSW scientists are engaged. II. SCIENCE PERSPECTIVES - Description of Tasks Skills and qualifications needed to write these high profile publications include a strong educational / experiential background in the sciences and the ability to perform the following tasks: Research, background reading ? Able to digest in a short time scientific information in a variety of scientific disciplines including fire ecology, plant-forest genetics, forest ecology, wildlife, hydrology, fire meteorology, fire management, chemical ecology, urban forest ecosystems, entomology, environmental statistics, and wildland recreation. Interview of selected scientist ? Able to conduct interviews with the author scientists who have diverse backgrounds and differing communications styles ? Ease in communicating with scientists ? Ability to travel to California Research Units as needed for initial interview Write the articles, 2 drafts ? Write articles with specific word counts, to fit the template and tone targeting a specific audience of professionals as well as the scientific community ? Ability to work with the PSW production, and design staff along with a clear understanding of the production process, including schedules. ? Past experience working with USDA Forest Service Research Stations with an understanding of the mission of the station as well as the scientific culture ? Make recommendations for images needed to illustrate the research Computer skills and knowledge ? Be able to submit electronic copy via email ? Word rtf format or text file ? Able to work with production/graphics staff to finalize writing for press ? Samples of writing ? (3) ex. newsletters, articles for science magazines (copies will be filed and will not be returned, photocopies (xeroxed) are acceptable) ? Price estimate o Cost for writing of first draft (2900 words) and second draft based on comments from the scientist ? 1 issue o Hourly rate for additional rewrites and coordination (not to exceed 15 hours) IV. Evaluation Criteria 1. Past experience-published science writing 2. Educational background-technical writing course work, B.S. and M.S. in biological science 3. Experience with Forest Service Scientists 4.
