- DTCG87-04-B-643013 installation of Waste Water Treatment Plant at U.S. Coast Guard Loran Station Attu, Alaska. The contractor shall provide all materials, supplies, equipment, transportation and perform the labor to remove existing underground wastewater treatment plant, wood framed treatment plant building and concrete foundation; provide temporary sewage lagoon; engineer, provide and install a commercially available prepackaged underground wastewater treatment plant capable of handling 3000 gallons per day, include a passive cathodic protection system, and connect to existing 4 inch sewer line; construct a pre-engineering metal framed building with concrete slab over the treatment plant; install waterline and connect potable water to building. A firm-fixed-price contract will be awarded. The time for completion of work on this project is 240 calendar days from date of award. The estimated project cost range is between $250,000.00 and $500,000.00 dollars. The industry standard NAICS code is #237110 and the applicable size standard is $28.5 million dollars in annual receipts for the past three years. This solicitation will not be issued in paper form. Solicitation documents, may be accessed for download from the Federal Business Opportunities (FedBizOpps) website beginning on the date of issue (estimated to be on or about November 13, 2003) at the following site: http://www.fedbizopps.gov. Any amendments issued to the solicitation will be posted on this website. The technical data package (specifications and drawings) will only be available through a link in FedBizOpps to the Federal Technical Data Solution (FEDTeDS) website. Firms must be currently registered in the Central Contractor Registration (CCR) database and FEDTeDS database to be able to access the technical data package. Prospective bidders are responsible for checking the web site for amendments up to the date and time for receipt of proposals. A planholders list will not be available from the Contracting Office. Vendors are encouraged to register their interest by entering their information in the Interested Vendor list for this solicitation in FedBizOpts. This procurement is a 100% small business set-aside pursuant to the Small Business Act, (15 U.S.C. 631). All responsible small business concerns may submit an offer which shall be considered by the U.S. Coast Guard.
