Description
The Naval Aviation Depot at the Marine Corps Air Station, Cherry Point, NC has a requirement for 2000 Yards Hypalon/Nylon. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-04-Q-L003 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-16 (a) and Defense Acquisition Circular 98-43. This acquisition is unrestricted and is under the North American Industry Classification System code 313320 with a small business size standard of 1000 employees. This requirement is for the following item(s): Item 0001: 2000 yd, Hypalon/Nylon cloth red 60?wide,P/N Reeves S/16147.Nylon fabric 5.3 OZ/Sq Yd. Warp and fill thread count 22 x 21 coated on both sides with Hypalon rubber. Both sides insignia red 31136 per Fed STD 5C.Final coated fabric weight 20-22OZ/SQ YD. Style 622. There is no military specification for this material. Manufacture is Reeves Brothers, cage code 3G2G3. Delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JUL 2003)). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (April 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2002). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), to include clauses (12) (13) (14) (15) (16) (17) (18) (19) (24) and (29). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2003), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7001, Buy American Act and Balance of Payment Program (MAR 1998); and DFARS 252.225-7012, Preference for Certain Domestic Commodities (FEB 2003). DFARS 252.232-7003 Electronic Submission of Payment Requests (MAR 2003). . Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on PRICE and DELIVERY alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9E. All quotes must be received no later than 4:oo PM, local time, September 19, 2003. Offers sent via the US Postal Service should be mailed to Supply Directorate Contracting Department, Attn: Linda Small code SUL-2E, Supply MCAS, PSC Box 8018, Cherry Point, NC 28533-0018. All quotes not sent through the US mail (excluding Email and faxes) shall be sent to Cunningham Street, Building 159, Door T1, MCAS, Ch erry Point, NC 28533. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award.
