Description
The Naval Surface Warfare Center, Dahlgren Division has a requirement for commercial point-to-point fiber optic switches with the following desired performance and construction features: (1) Compliance with ISO/ANSI-standard FDDI/FDDI-II and Optical Ethernet (IEEE 802.3x) physical standards. (2) Conformance to the Layer 1 (physical) definition of the Open Systems Interconnection (OSI) Reference Model. (3) Non-blocking. (4) Replication of the input power levels in a range from -3 dB to +1dB for any port. (5) Limitation of crosstalk between any two channels not exceeding -50 dB under any load conditions. (6) Support of one-way point-to-point transmission (simplex) and simultaneous two-way transmission (duplex). (7) Field-configurable to support multi-mode and single-mode transmissions. (8) Load-sharing and redundant power supplies drawing power from a single 20 amp, 115 volt AC (Wye) circuit. (9) Air-cooled. (10) Local and remote control capability via RS-232 and Ethernet ports, using ASCII characters. (11) A minimum of 16 ports. (12) Modular design. (13) Field-replaceable circuit cards and power supplies. (14) Input to output latency not to exceed 20ns on any path. (15) Available with LC, ST, and SC connections. (16) Rack mountable. (17) Minimum of one-year parts and labor warranty. All responsible sources may submit proposals to be considered. Simplified acquisition procedures in accordance with FAR 13.5 and FAR Part 12 will be utilized. The resultant contract will be a five-year Indefinite Delivery/Indefinite Quantity contract with firm fixed price pricing provisions. The minimum guaranteed obligation is 64 ports of switching, and the anticipated contract ceiling is 6400 ports of switching. FOB Destination delivery of switches is desired 90 days after placement of order. Solicitation N00178-04-R-2001 for this requirement will be issued electronically on or about 28 October 2003 and will close approximately 60 days after issuance. Offerors will be required to provide a written proposal and will be scheduled to bring a sample fiber optic switch to NSWCDD, Dahlgren, VA for onsite demonstration and testing (estimated to last two days) after review of the written proposal. Solicitation and amendments will only be available at the above web site. Hard copies will NOT be provided. Vendors should regularly access the NSWCDD web site to ensure they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration.
