Description
NA The Volpe National Transportation Systems Center (Volpe Center), an agency of the United States Department of Transportation (DOT), supports the modal administrations of the DOT through the conduct of engineering studies and research and development activities necessary to evaluate and improve transportation safety and performance. The Volpe Center, located in Cambridge, MA, intends to procure a system upgrade for one (1) hybrid electric MB-4 tow tractor and a six (6) month service agreement. This proposed action is for services for which the Government intends to solicit and negotiate on a sole source basis with Enova Systems, under authority in FAR Part 6.302. The applicable NAICS code for this requirement is 541990. This procurement will be conducted using Contracting by Negotiation pr ocedures in accordance with FAR Part 15. The purpose of this upgrade is to assist in the support and implementation of U.S. Air Force-wide and regional clean transportation and alternative fuel vehicle infrastructure and systems. The objectives of this upgrade include the integration of microturbine technology into the hybrid electric tow tractor, field testing and evaluation of the benefits of microturbine technology in a hybrid electric vehicle, integration of grid-charging technology, DC-DC converter, and a data acquisition system into an electric tow tractor, and validation of the technology effect on the original system and performance. The contractor shall provide the labor and materials necessary to meet the following general requirements: Recondition one (1) hybrid electric tow tr actor to be accepted by the Government no later than 180 days after contract award, replace diesel genset with integration of a Capstone Model 330 HEV microturbine system, replace auxiliary 12Vdc motor/alternator system with the integration of high voltage to low voltage DC-DC converter, and install a data collection system that provides a record that includes bus voltage, vehicle speed, vehicle power, engine on, charge time, run time, energy provided, energy delivered, and failure mode. The Government will transport the vehicle from the contractor?s facility to Hickam AFB, Hawaii, upon completion of the system upgrade. This requirement also includes a six (6) month service agreement to be provided upon completion of the system upgrade. This notice of intent is not a request for competiti ve quotes.
